The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) is a program of the Civil Service Commission that supports government agencies in strengthening their human resource management systems, competencies, practices, and organizational culture. It promotes merit, fairness, accountability, employee development, and excellence in public service.

For DepEd, PRIME-HRM provides a framework for ensuring that personnel are competently selected, continuously developed, effectively managed, and appropriately recognized. It strengthens the organization by connecting people management with institutional goals and ultimately supporting the delivery of quality basic education.
