The Open High School Program is a form of flexible education offered by DepEd specifically for Junior High School students who cannot come to class in a conventional manner due to some personal, geographical, or other acceptable reasons. This program enables Junior High School learners to finish their secondary education through
various methods of study, including independent, modular, or blended learning, as per the standards of the educational process.

The OHSP was created based on DepEd Order No. 46, s. 2006, which rationalized that every person has an inherent right to education that prepares him/her for the productive role in society. The Constitution of the Philippines states that every individual must get proper education, regardless of age, gender, race, or social background. OHSP serves as an alternative method of delivering high school education, both in public and private schools, focusing on independent, self-paced learning so that those who are unable to access regular secondary education because of lack of time, distance, inadequate facilities, and other social/economic factors could benefit. As a result, OHSP has also been used for the reduction of dropout rates and for the achievement of Education for All goals of the Department of Education.
