Vacation service credits granted are used to offset absences of a teacher due to illness or to offset proportional deduction in the vacation salary due to absences for personal reasons or late appointment, in accordance with Civil Service Commission Memorandum Circular (CSC MC) No. 41, s. 1998, as amended by CSC MC No. 9, s. 2012.

1.VACATION SERVICE CREDITS
- Refers to the leave credits earned for services rendered on activities during summer or Christmas vacation or in the course of the regular school year, as authorized by the proper authority. It should be given only for work beyond regular functions or beyond regular work hours/days where payment of honorarium or overtime is not possible.
Rules in applying for granting of service credits:
One work day vacation service credit is granted for one day (eight hours) of service.
The number of days of vacation service credits granted to a teacher shall not exceed 15 working days in one year except in cases authorized by the Secretary upon the recommendation of the Regional Director; and
Teachers on detail in offices or assigned to non-teaching jobs are on the vacation-sick leave basis and should not therefore be granted service credits.
Under DO 53, s. 2003, as supplemented by DO 84, s. 2003, service credits may be granted for the following activities:
a. services rendered during registration and election days as long as these are mandated duties under existing laws;
b. services rendered during calamity and rehabilitation when schools are used as evacuation centers;
c. services rendered in connection with the conduct of remedial classes during the summer or Christmas vacation or outside of regular school days;
d.services rendered in connection with the early opening of the school year;
e. services rendered during school sports competitions held outside of regular school days;
f. services rendered by those who train teachers in addition to their normal teaching loads;
g. teaching overload not compensated by honoraria;
h. teaching in non-formal education classes in addition to teaching in formal education classes carrying a normal teaching load;
i. work done during regular school days if these are in addition to the normal teaching load;
j. conduct of testing activities held outside of school days; and
k. attendance/participation in special DepEd projects and activities which are short-term in duration such as English, Science, and Math Mentors' Training, curriculum writing workshop, planning workshop, etc., if such are held during the summer vacation or during weekends or during holidays.
Teachers designated on part-time basis as Property Custodians and who are required to render services during the summer vacation to conduct property inventory after the closing and before the opening of classes shall likewise be granted vacation service credits of not more than 15 days, also exclusive of the 15 days limitation.
Shall be recommended by School Head to SDS for approval
SDS shall issue Designation Order which include specific task to be performed
Request for service credits based on days served during summer must be accompanied by DTR and accomplishment report.
As clarification regarding queries received by this Office and results of discussion during School Heads meeting last August 1 relevant to the grant of vacation service credits to teachers, this Office reminds the all schools heads on the wide implementation of DepEd Order No. 53, s.2003 which is self-explanatory.
Local service credit is not allowed and all school heads should recommend approval of request to the Office of the Schools Division Superintendent. Likewise, the following should be submitted:
Accomplishment report; and
Duly signed DTRICS Form 48
1. In consonance to the DepEd Order No. 53, s, 2003 otherwise known as "Updated Guidelines on Grant of Vacation Service Credits to Teachers and Unnumbered Division Memorandum dated August 2, 2016 entitled "Reiteration on the Grant of Vacation Service Credits to Teachers", please be informed that this Office reiterates additional information on the grant of such privilege for teachers
2. Service Credits shall be applied thru transmittal letter signed by the School Heads together with the complete documents.
3. Daily Time Record/CS Form 48 is required except for Trainings/Seminars, Elections, and Census of Population-PSA attended/conducted.
4. Preparation of Accomplishment Reports is also required individually except for Trainings/Seminars, Election and Census of Population-PSA attended/ conducted.
5. Application of Service Credit shall start on year 2004-present however the attachment of Accomplishment Report Memorandum if applicable shall start on year 2016-present.
6. Service Credits shall checked and validated by the Municipal Human Resource coordinators to ensure accuracy, veracity, and completeness of the documents before submission to the Division Office
7. In addition to, please be informed also that all concerned must adhere and provide all the required documents stipulated in the updated checklist for Service Credits
8. Immediate dissemination of and strict compliance to this Memorandum are strictly desired.
Teachers designated on part-time basis as School ICT Coordinator and who are required to render services during the summer vacation to conduct preventive maintenance of E-Classroom/Computer Laboratory and ICT Equipment Inventory after the closing and before the opening of classes for each semester shall likewise be granted vacation service credits of not more than 15 days, also exclusive of the 15 days limitation.
Shall be recommended by School Head to SDS for approval
SDS shall issue Designation Order which include specific task to be performed
Request for service credits based on days served during summer must be accompanied by DTR and accomplishment report.
One (1) workday of vacation service credit shall be granted per accumulated eight (8) hours of services rendered.
Under this Memorandum, the 15-day limitation under DO No. 53, s. 2003 is suspended to allow the teachers to claim service credits exceeding 15 days.
DO No. 53, s. 2003, as amended, is hereby expanded to recognize the following additional activities for the grant of service credits if done during weekends or holidays from June 1, 2020 to July 10, 2021,
a. orientation and training activities related to the implementation of distance learning delivery modalities, including write shops;
b. enrollment activities, including the encoding of the accomplished enrollment form in the Learner Information System (LIS) enrollment module;
c. activities related to Brigada Eskwela and Oplan Balik Eskwela;
d. activities related to Oplan Kalusugan sa DepEd;
e. Mental Health and Psychosocial Support activities;
f. pre-school opening assignments exploring foundational topics for deepening during the year, the orientation of learners on the implementation of the learning delivery modalities and utilization of learners' materials; and
g. development, quality assurance, production, and delivery of learning materials.
Teaching personnel are entitled to one-day service credit for the accumulated eight (8) hours participation in the maintenance effort.
Non-teaching personnel shall earn a Compensatory Time-Off (CTO) for the complete eight (8) hours participation in the maintenance efforts on the last day of Brigada Eskwela week which is Saturday.
