Engagement in Learner Rights and Protection within the DepEd framework is operationalized through a comprehensive suite of Programs, Projects, and Activities (PPAs) designed to transition legal theories into a felt reality for every student. At the heart of this engagement is the Learner Rights and Protection Office (LRPO), which spearheads initiatives such as the Bully-Free School Program, digital citizenship campaigns under RA 11930, and the mandatory establishment of Child Protection Committees (CPC) in every institution. These activities—ranging from capacity-building seminars for teachers to the Learner Rights and Protection on Wheels awareness campaigns—aim to foster a proactive culture where learners are not just passive recipients of protection but are empowered participants who understand their rights and the mechanisms available to defend them.
