In response to the 7.8 magnitude earthquake that affected several areas in Region XI, the Department of Education Regional Office XI implemented Psychological First Aid (PFA) and Training on Mental Health and Psychosocial Support Services (MHPSS.)
The activity aimed to strengthen the emotional recovery and professional readiness of teachers deployed in affected communities while ensuring that learners experiencing stress, anxiety, and trauma would receive appropriate psychosocial support upon their safe return to schooling.
A total of 408 teacher participants first underwent Psychological First Aid (PFA) to help them process, stabilize, and manage their own emotional responses following the earthquake. This was followed by a structured MHPSS training program designed to capacitate teachers in providing basic psychosocial support, identification of learners exhibiting signs of distress, and appropriate referral pathways for specialized intervention.
The activity was conducted in close coordination with Schools Division Office Davao Occidental, local government units, and partner agencies, ensuring safety, security, and logistical support throughout the implementation.

In support of the celebration of the World Day Against Child Labor (WDACL) and in response to the invitation of the Department of Labor and Employment (DOLE) XI through the Regional Council Against Child Labor (RCACL) XI, the Learner Rights and Protection Office (LRPO) of the Department of Education Regional Office XI established a Learner Rights and Protection (LRP) Desk and provided learner protection services during the Information and Service Caravan on Child Labor held on June 9, 2026, at the RDR Gym, Tagum City, Davao del Norte.
The activity aimed to strengthen inter-agency efforts in addressing child labor issues by bringing essential government services directly to affected children and their families. Through the establishment of the LRP Desk, the Department of Education ensured the availability of learner protection services, information dissemination, counseling support, and referral mechanisms to safeguard the rights, welfare, and well-being of learners who may be vulnerable to child labor and other forms of abuse, exploitation, violence, and discrimination.
The activity was participated in by child laborers and their parents, together with representatives from various government agencies and organizations committed to promoting child protection and ensuring access to essential services for vulnerable children and families.

The activity was conducted in partnership with the National Commission on Muslim Filipinos (NCMF) Davao Region as part of a multi-agency initiative promoting peace, cultural understanding, inclusivity, and community engagement.
As part of the “One-Stop Government Peace Hub,” the LRP Desk served as an information and service center providing assistance and information related to learner rights, child protection, school safety, inclusive education, and mechanisms for addressing cases of discrimination, violence, abuse, exploitation, and radicalization affecting learners.
The activity highlighted the Department of Education's commitment to ensuring that education remains accessible, safe, culturally responsive, and protective of all learners, particularly those belonging to vulnerable and marginalized sectors.

Spearheaded by the Education Support Services Division (ESSD) during the 2026 Regional Brigada Eskwela, the program utilizes mobile advocacy, onsite consultations, and capacity-building sessions to safeguard and promote the rights and welfare of every learner.
The activity aimed to intensify the promotion of child rights through IEC materials and Social Behavioral Change (SBC) campaigns, clarify roles among stakeholders for LRP implementation, establish localized best practices for addressing child protection cases (including those reported via LTCCCH), and promote help-seeking behaviors by empowering children to report protection concerns.
ESTABLISHMENT OF LRP DESK AND LEARNER SUPPORT CENTER FOR 2026 PALARONG PAMBANSA

In line with the Department of Education's commitment to ensuring the protection, welfare, and well-being of learners, the Learner Rights and Protection Office (LRPO) XI established and operationalized the Learner Rights and Protection (LRP) Desk and Learner Support Center for the Davao Region Delegation during the conduct of the 2026 Palarong Pambansa held in Agusan del Sur. The facility was officially established at Bunawan National High School and served as the central hub for learner protection services throughout the duration of the national sporting event.
The establishment of the LRP Desk aimed to provide immediate assistance, intervention, referral, and response mechanisms for any learner protection concerns involving learner-athletes and members of the delegation. Operating twenty-four hours a day, seven days a week, the LRP Desk ensured that concerns related to child protection, bullying, violence, abuse, discrimination, mental health, and psychosocial support were promptly addressed by designated personnel.
Complementing the services of the LRP Desk was the Learner Support Center, which was designed as a safe, inclusive, child-friendly, and nurturing space where learner-athletes could rest, relax, and access various support services. The center featured a Counseling Room, Breastfeeding Area for visiting mothers, Play Area, Art Area, Reading Area, Food Station, Freedom Wall, and Entertainment Area for music and film viewing. These facilities provided opportunities for recreation, emotional expression, psychosocial support, and holistic development while participating in the national competition.
The Learner Support Center also served as a venue for information dissemination on learner rights, child protection, mental health promotion, and positive discipline. Information, Education, and Communication (IEC) materials were made readily available to learners and delegation members. Moreover, the Region XI Learner Rights and Protection Mascot, Onse, actively participated in daily Kumustahan Sessions, helping promote positive well-being, safety awareness, and learner engagement throughout the event.

In line with the commitment of the Department of Education Regional Office XI to promote the holistic well-being, resilience, and competitive excellence of learners, the Learner Rights and Protection Office (LRPO) under the Education Support Services Division (ESSD) conducted a Psychological Readiness Session for National School Press Conference (NSPC) learners and coaches on April 7, 2026, at Davao City National High School and the Regional National Educators Academy of the Philippines (RNEAP) XI.
The activity was designed to equip learners and coaches with the necessary psychological and emotional preparedness needed to effectively manage the demands and pressures associated with national-level competitions. Through guided discussions, psychosocial support activities, and mental wellness interventions facilitated by registered guidance counselors and learner protection personnel, participants were provided with practical strategies to enhance confidence, focus, emotional regulation, and overall mental well-being.

The initiative aims to promote the overall welfare of first-time job seekers from the Senior High School-Technical Vocational Livelihood (SHS-TVL) track. By placing the LRP Desk at the heart of the recruitment hub, organizers sought to ensure a secure and supportive environment for graduates, reinforcing the commitment to learner safety as they transition from the classroom to the professional world.
