The Heart of Learner Rights in Region XI
The Learner Rights and Protection Integrated Platform for Responsive Oversight, Technical Engagement, Coordination and Transparency (I-PROTECT XI) is the official digital nerve center for safeguarding students across the Davao Region.
Born from the FY 2026 Regional Action Plan, this platform was developed by the Education Support Services Division (ESSD) to transition from simple "access" to "quality" education through a rights-based approach. As part of the QBEDP 2025-2035 and the 5-Point Agenda, i-PROTECT XI serves as the primary tool to ensure that learner well-being is prioritized as a prerequisite for academic success.
Our Purpose
This platform was established to address critical challenges in the region, including the prevalence of bullying, the need for enhanced mental health support, and the full operationalization of Child Protection Committees (CPCs) in all schools.
Key Features of the Platform
i-PROTECT XI is a comprehensive Google Site designed for real-time engagement and efficiency:
Real-Time Incident Tracking: Modernizes the reporting of LRP incidents via a region-wide database to ensure no case goes unnoticed.
Knowledge Repository: A centralized hub for self-paced training videos, digital memorandums, and advocacy materials.
Technical Oversight: Allows the 11 Schools Division Offices (SDOs) to access real-time reporting and technical engagement tools.
Administrative Transparency: Serves as a portal for budget utilization updates, status of Programs, Projects, and Activities (PPAs), and regional accomplishment reports.
Referral Pathways: Strengthens the connection between schools and partners like LGUs, DSWD, and the PNP through the Oplan HIGALA initiative.

By integrating technology with learner protection, i-PROTECT XI aims to achieve:
95% Fully Functional CPCs across all schools in Region XI.
20% Reduction in unresolved bullying and abuse cases.
100% Immediate Intervention for cases reported through the system.
