Formulates policies, standards, guidelines, and frameworks, including the Rights-Based Education (RBE) Framework.
Provides national technical guidance, monitoring mechanisms, and capacity-building programs.
Consolidates national data, evaluates implementation effectiveness, and recommends policy improvements.
Acts as the highest authority for LRP implementation in the region.
Ensures strict compliance with national laws, DepEd Orders, and LRPO directives.
Provides leadership support and approves regional strategies, partnerships, and initiatives related to learner protection.
Serves as the host division for Learner Rights and Protection programs at the regional level.
Integrates LRP into regional education support systems and learner welfare initiatives.
Facilitates coordination among divisions, partners, and other regional units.
Leads and orchestrates regional LRP initiatives and programs.
Manages and sustains the i-PROTEKT XI platform and other reporting/monitoring mechanisms.
Provides technical assistance to the 11 Schools Division Offices.
Monitors division-level compliance, consolidates reports, and submits regional accomplishment and status reports to the Central Office.
Oversees the division-wide implementation of Learner Rights and Protection policies.
Ensures that all schools comply with Child Protection Policies and related issuances.
Mobilizes division resources and issues directives to strengthen school-level CPCs.
Serves as the implementing arm of LRP at the division level.
Integrates learner protection into school governance, operations, and support systems.
Ensures coordination between schools, communities, and external stakeholders.
Provides direct technical assistance to schools on LRP implementation.
Monitors the functionality and effectiveness of Child Protection Committees (CPCs).
Validates school reports, facilitates capacity-building activities, and escalates cases or concerns when necessary.
Acts as the primary link between schools and the Regional LRP Focal Person.

Ensures the proper handling of cases, observance of due process, and confidentiality.
Mobilizes school resources and ensures compliance with DepEd Child Protection Policy.
Leads case management, psychosocial support, and referral mechanisms.

Maintains documentation and supports the Chairperson in CPC operations.
Serves as the school-based observer and first-line reporter of child protection concerns.
Assists in preventive education, positive discipline, and learner advocacy.
Supports the implementation of intervention and protection plans in classrooms.
Represents the voice and perspective of parents and guardians.
Strengthens home–school collaboration in promoting child safety and well-being.
Helps advocate for learner rights and reinforces protective measures at home.
Represents learners’ voices, rights, and concerns within the CPC.
Helps promote awareness of child rights, reporting mechanisms, and peer support.
Encourages a learner-centered, participatory approach to protection initiatives.
