Mandates

The Learner Rights and Protection Office (LRPO), formerly known as the Child Protection Unit, is mandated to serve as the lead office of the Department of Education in formulating policies, planning, and coordinating programs that safeguard the rights and well-being of all learners. Its primary objective is to ensure that every school and community learning center in the Philippines provides a child-friendly, gender-sensitive, and motivating environment that is free from abuse, exploitation, violence, and discrimination. Rooted in the 1987 Constitution and the Rights-Based Education (RBE) Framework, the LRPO acknowledges learners as active rights-holders and shifts the focus from mere educational access to the holistic protection of students' physical and mental health.

To operationalize this mandate, the LRPO oversees the establishment and functionality of Child Protection Committees (CPCs) across all governance levels, from the central office down to the individual school level. The office is responsible for implementing critical intervention mechanisms, such as national helplines and standardized reporting procedures, to monitor and respond to incidents of bullying and abuse in real-time. By strengthening referral pathways and collaborating with key stakeholders like the DSWD and law enforcement, the LRPO ensures that the Department’s commitment to "Quality Education" is always paired with a robust and responsive protective ecosystem that upholds the dignity of every child.
