SDO City of San Fernando Celebrates the Oath-Taking of Its Very Own Full-Fledged SDS, Dr. Shirley D. Zipagan
The Schools Division Office (SDO) City of San Fernando (P) proudly celebrates a historic milestone as its very own Shirley Balajadia-Zipagan, EdD, CESO VI officially takes her oath as Full-Fledged Schools Division Superintendent (SDS) on August 22, 2025.
Dr. Zipagan’s appointment forms part of the latest batch of officials formally conferred as full-fledged leaders of the Department of Education (DepEd), together with Undersecretary Malcolm Garma and 34 other Schools Division Superintendents (SDSs) and Assistant Schools Division Superintendents (ASDSs) across the country.
Her journey is a testament to dedication, patience, and unwavering service. Like many of her fellow appointees, Dr. Zipagan humbly waited for years while serving as Officer-in-Charge, proving her leadership with integrity and commitment to quality education.
The directive of President Ferdinand “Bongbong” Marcos Jr. to fast-track the appointments of qualified OICs into full-fledged officials has finally borne fruit, ensuring that no leader in DepEd remains indefinitely in a temporary post. This move guarantees that education leaders like Dr. Zipagan are recognized with the rank and compensation befitting their responsibilities and sacrifices.
As she officially assumes her post, Dr. Zipagan carries with her the pride of the entire SDO City of San Fernando, vowing to continue her mission of fostering excellence, integrity, and innovation in education for Fernandino learners.
The oath-taking ceremony was also a celebration of the collective success of all newly appointed DepEd leaders—an affirmation of the agency’s renewed commitment to strengthen the education system through competent and empowered officials.
