The Schools Division of City of San Fernando takes pride as two of its distinguished educators will be honored as Outstanding Fernandinos in the City of San Fernando’s search for “The Outstanding Fernandino Awards (TOFA) 2025”. This prestigious event recognizes individuals who have excelled in their respective professional fields, continuing a tradition established through Ordinance No. 2021-022, approved by the 7th Sangguniang Panlungsod on June 7, 2021.
This ceremony will be held on Tuesday, February 4, 2025, at the Mini Convention Center of Heroes Hall. TOFA Executive Committee Chairman Conrado Pacla emphasized the significance of the awards, stating that the event serves as a platform to honor the achievements of exceptional Fernandinos, highlighting their contributions to the community and beyond. The awards, given every three years, celebrate excellence, leadership, and service in various disciplines. The City Schools Division’s distinct TOFA awardees for this year have both been remarkable as they continue to excel and inspire colleagues and fellow Fernandinos in their respective fields. Among them are:
· DepEd Regional Director Ronnie S. Mallari, PhD, CESO VI, will be honored for his exemplary contributions to Public Education. A visionary leader and staunch advocate for educational excellence, Dr. Mallari has navigated a distinguished career marked by unwavering commitment and transformative leadership. From his tenure as Schools Division Superintendent in San Fernando, Balanga City, and Tarlac Province to his current role as Regional Director of DepEd Region III, he has continuously championed policies and initiatives that elevate the welfare of learners, empower educators, and strengthen the foundation of quality education in Central Luzon.
His legacy is one of innovation, resilience, and service—a beacon for future generations of educators and leaders. Through his tireless efforts, Dr. Mallari not only upholds the integrity of public education but also inspires a new wave of changemakers who will carry forward the mission of shaping minds and transforming lives.
· Mr. Joel P. Mallari, Education Program Supervisor of DepEd San Fernando, will be honored in the field of Culture. A passionate advocate for Kapampangan language and heritage, Mr. Mallari has dedicated his career for cultural preservation and education. His expertise spans various roles, including serving as a school head and focal person for the Alternative Learning System (ALS) and early language literacy programs. Before joining DepEd, he was a renowned author and researcher, actively contributing as a consultant in the planning of the K to 12 Curriculum, particularly in the inclusion of mother languages in education.
The TOFA 2025 ceremony stands as a powerful reaffirmation of the City of San Fernando’s unwavering commitment to recognizing and honoring exceptional contributions across various fields.
