🏛️ Organizational Overview
Founded during the COVID-19 pandemic, our organization emerged in response to the growing need for accessible, digital-first platforms that support research dissemination and utilization. Recognizing the shift toward online engagement, we developed this portal to serve as a centralized hub for educational research, policy briefs, and data-driven insights.
We operate under the legal mandate of the Department of Education, guided by:
• DepEd Order No. 16, s. 2017 – Research Management Guidelines
• DepEd Order No. 39, s. 2016 – Adoption of the Basic Education Research Agenda
• DepEd Order No. 24, s. 2022 – Strengthening the Use of Research Evidence in Policy and Program Development

🏆 Achievements and Milestones
Established Mandag Indigenous Community Elementary School in Sitio Mandalayag, Brgy. Pianing, Butuan City, based on research into the experiences of pupils at risk of dropping out (PARDO).
The study, led by Laura R. Cubio, Maria Theresa E. Depay, and Nenito M. Turla Jr., revealed that distance and financial hardship were key barriers to education.
The collaborative effort among barangay officials, IP leaders, and parents led to improved access, reduced dropout rates, and better academic performance.

Received the project proposal and budget allocation of PhP 3 million for the construction of the Teen Hub at Ampayon National High School—a youth-friendly space promoting adolescent health and wellness.
Based on the study by Mr. Kirk Vincent Edward D. Abugho, titled “Exploring the Factors Contributing to the High Incidence of Teenage Pregnancy among Public Secondary School Learners in Butuan City,” the hub is envisioned to offer reproductive health education, mental health counseling, and wellness programs.
The initiative reflects a multi-sectoral partnership and a strong commitment to holistic youth development.

Implemented Project R.E.A.C.H. (Remote Educational Assistance for Continuous Learning at Home) to improve access to learning resources under Pure Modular Learning during the COVID-19 pandemic.
The study, conducted by Mr. Jay Directo, demonstrated the effectiveness of deploying Raspberry Pi kiosks in barangay halls, enabling offline access to digital modules.
Project R.E.A.C.H. reduced parental burden, enhanced resource availability, and aligned with DepEd’s Digital Rise Program and Learning Continuity Plan.
It was awarded Best Educational Technology Innovation at the DepEd EdTech Awards 2022, held in Baguio City on June 23, 2022, in recognition of its impact on inclusive, tech-enabled learning.
The initiative has since been benchmarked and replicated by several schools, including those outside the Caraga Region.

Integrated a Communication System into the Automated Attendance Tracking Solution as an intervention program for Students At-Risk of Dropping Out (SARDO) at Taligaman National High School, enhancing real-time monitoring and responsiveness. Also dubbed as Project H.E.A.R.T. (Holistic & Efficient Attendance Record Tracker). This has been benchmarked and replicated by several schools in the region.
The SARDO intervention study was presented by Mr. Jay Directo during the 2018 Caraga Regional Research Congress (December 7, 2018), where he was awarded Best Oral Research Presenter.
The same study was also featured at the 2018 Conference of Basic Education Researchers – Southeast Asia, showcasing regional relevance and innovation in dropout prevention strategies.
