Jessica M. Lumapas preceded Hamak as DELNHS’s school head. Lumapas started her supervision on October 21, 2016. She later became a full-fledged principal on May 9, 2017.
DELNHS slowly rise to the spotlight under Lumapas. Aside from strengthening the renovation and beautification of physical facilities in DELNHS, Lumapas shifted to 21st century teaching-learning style. Information and Communications Technology (ICT) was given emphasis to the teachers and learners alike. School– Based Management (SBM) was implemented and amplified. Teachers were encouraged to join competitions that boost their skills and morale.

Since 2017, DELNHS has enforced numerous programs and strategies which align with the 4 Principles of School-Based Management (SBM) in the Advanced Level- leadership and governance, curriculum and instruction, accountability and continuous improvement, and management of resources. Below are some of the notable initiatives administered by the teaching force of DELNHS.
Since the start of the pandemic, the teachers of DELNHS have analyzed the needs of the students in response to using Self- Learning Modules (SLMs). Despite the quality of these materials, there is an evident gap between the said tools and the learners’ knowledge. To address this, DELNHS teachers decided to innovate through contextualization of materials to ones that fit the needs of the learners. Teachers in all learning areas managed to create quality-assured Lesson Exemplars and Activity Sheets in all grade levels.

Brigada Pagbasa is DELNHS’s solution to fill the gap between the teaching and learning processes during the pandemic. A functional learning center has been erected at the heart of Don Enrique Lopez where learners of the community can visit anytime. Varied learning materials are available at the said center to aid the students in answering their modules and practice their reading, numeracy, and research skills.
This project has been successfully implemented with the cooperation of Revitalized- Pulis sa Barangay (R-PSB) who ensures the safety of learners by imposing the InterAgency Task Force (IATF) protocols.

As mentioned above, DELNHS aims to widen the reach of education through collaboration with external stakeholders. The first institution to reach out to the school was Davao Oriental State College of Science and Technology (DOSCST)- now recognized as Davao Oriental State University (DOrSU)- last 2017. A Memorandum of Agreement (MOA) was signed to declare the partnership between the two institutions where researchrelated activities and accomplishments are shared between parties.
In 2021, two Memoranda of Understanding (MOU) were signed separately with the
Davao Oriental Police Provincial Office (DOPPO) and Office of the City Prosecutor- Mati City. The two adopted DELNHS to reinforce safety and peace among youth and communities which helps strengthened the implementation of Child Protection Policy program in the school. As a manifestation of the agreement, DELNHS constantly takes part in offices’ proposed activities. These includes conservation of fish sanctuaries and marine biodiversity and implementation of proper waste management through mangrove plantings and coastal clean-ups.
In 2022, another MOA was signed with Davao Oriental Polytechnic Institute (DOPI) which specializes in technical-vocational trainings, strengthening the schools SKILLS program.

SKILLS is a continuing initiative that promotes technical skills to SHS students of DELNHS. Despite its limitations having offered only the Academic Track, the school integrated Technical, Vocational and Livelihood (TVL)-related instructions to the students. This does not limit to mere teaching of a TVL subject but includes the giving of Certificates of Competency (CoC) and National Certificates II (NC II) to completers. Since 2017 and even during this time of pandemic, DELNHS invites Assessors from Technical Education and Skills Development Authority (TESDA) Lupon- now called Davao Oriental Polytechnic Institute- to officially record and assess the students’ skills.
Currently, the school partners with R-PSB to sustain the said initiative.
It was DELNHS’s first time to win a research competition in Senior High School (SHS) level last 2017. This award became a catalyst for the school to require a completed research outputs for the graduates of Senior High School (SHS). Despite being under the General Academic Strand (GAS), the school hones the learners to be innovative, research-oriented and investigative on the different facets of education. Even in today’s new learning modality, DELNHS makes sure that research continues.
Project SAGIP Kabataan recognizes the potential of every learner- including the out-of-school youths. DELNHS encourages everyone in the community to enrol and embrace education despite their age, background, and/or learning needs. Child mapping and enrolment advocacies have been administered to trace the academic backgrounds of several delinquents and drop-outs, not just in Don Enrique Lopez, but also in nearby barangays. Regular meetings have been conducted by the school head to build trust and rapport with these out-of-school youths.
To change the learners’ perception on learning, DELNHS involved them on various activities that boost their morale and foster their innate skills. They are consistently participating in events and organizations that they have been assigned to, particularly on sports, PEACE Committee and Brigada Eskwela.
Aligning to Gardner’s Multiple Intelligence, DELNHS has initiated this program to acknowledge the different strengths and learning types of students. It is common for kinesthetically-inclined learners to learn better in an environment where sports is accessible for all. The school, with the help of community and other stakeholders, has initiated sports-related programs/events annually to encourage students to participate and train.
Aside from programs, facilities were also added during Lumapas’ administration in DELNHS. Through the initiatie and efforts of Congressman Joel Mayo Z. Almario, the school’s administration, ICT, and science buildings were all finished in 2020.

Led by its school head, Mrs. Jessica M. Lumapas of Don Enrique Lopez National High School has been keen in participating to competitions of any sort. Thus, in the past three years, the school has numerous major and minor awards. These notable achievements can be aligned into three categories namely; access, quality, and governance. Access, quality, and governance encapsulates DELNHS’s criteria in their School Improvement Project for the past years. These recognitions highlight the school’s capability to provide accessible learning to the community, educational encouragement to youth, and calibrated curriculum implementation.
