After thirteen years of becoming a teacher in DELNHS, Primo G. Jabilles, became a full-fledged principal in 2004. He successfully led the school for twenty-three years. In 1992, he put up the school’s flagpole and concrete quadrangle as his first projects. It was later followed by an eating station in 2000, a heroes’ park in 2005, a reservoir in 2008, a student’s center and a drinking station in 2010, a Supreme Student Government (SSG) office in 2012, a satellite dish platform and a perimeter fence in 2014. These initiatives were funded through DepEd National Fund (MOOE), Parent- Teacher Assembly (PTA) and Local Government Unit (LGU).
Jabilles was known for his strict disciplinary measures that were common and necessary during his time. He focused on sports-related activities and CAT-liked penalizing. This may be due to the rampant cases of violence and delinquency among students involved in gangs. On October 2, 2014, Jabilles retired– ending his thirteen-year leadership on DELNHS.
There is little to no records of his curricular accomplishments due. However, back in 20052007, the school was recognized by the region for its consistent performance inside the Top 3 in the National Achievement Test for the English and Science subjects.
