Then Governor Thelma Z. Almario
Back in 1964, the barangay of Don Enrique Lopez- which was still called Barrio Panombon- established its first high school through its own income. To push and maintain the initiative, the municipality of Mati, under the leadership of then Mayor Leopoldo N. Lopez, offered some financial assistance for the project. Despite the effort, the school was still shut due to insufficient fund in 1968.
In 1988, the late Davao Oriental Governor Leopoldo N. Lopez and District II Representative Thelma Z. Almario coordinated with the Department of Education, Culture and Sports (DECS)- now Department of Education (DepEd)- to re-establish the secondary school. The move was supported by the officials of five neighboring barangays and several provincial officials.
It was in 1991 when the school was officially reopened and named as Don Enrique Lopez National High School- as it is now called. It pioneered two teachers; Mr. Primo G. Jabilles and Ms. Edwina Dapitanon. The school operated with one hundred fourteen (114) students from seven feeder elementary schools, namely: Don Enrique Elementary School, Don Salvador Elementary School, Limot Elementary School, Santa Cruz Elementary School, and Tagabakid Elementary School.
The first batch of students were housed in vacant rooms of Don Enrique Lopez Elementary School. They were later transferred to temporary classrooms, funded by
Parents and Teachers Conference Assembly (PTCA), in an area donated by the late Maria Vida de Lopez, the mother of late Governor Lopez and grandmother of former Vice Governor Edgardo E. Lopez. The rooms were made of round timbers and surilap.

On December 21 of the same year, the ownership of the school site, with the Title No. 13477, had been ceded to DECS through the help of the then Mayor Edgardo Lopez. The land has a total area of 15, 275 square meters and is located at Pagsilaan, Don Enrique Lopez, approximately two hundred fifty meters from the barangay’s elementary school.
With the sustaining support of the then District II Rep. Almario, DELNHS was able to set up physical facilities for the school. In 1992, two permanent classrooms were constructed thru the Countryside Development Fund (CDF). Another three-classroom and two-classroom buildings were added in 1996.
