Institutional Profile of Canumay West National High School
Institution’s Creation
Everyone is entitled to and capable of good quality education, more so of excellent education. Also, everyone can strive to be better today than he was yesterday, to be better tomorrow than he is today, to grow in knowledge and virtue each day, to strive for the perfection of his faculties and actual talents and to grow in academic and personal formation unto maturity. Based on these ideas, Canumay National High School is really striving hard to increase the student’s achievement level in all learning areas. Thus, the principal, department heads, teachers and the stakeholders join hands to improve the quality instruction.
Undeniably, excellent education is by no means simple but neither is it complex to bar its attainment by ordinary mortals. Although the belief is that education to be excellent has dimensions to be addressed individually and integrally, the quality of thoughtful consideration and preserving pursuit are still a big problem, the big consolidation is that the desire to make the performance of teachers reach the optimum level through systematically planned guidance and assistance is always there. Certainly, this is not an easy task as it requires determination, perseverance and dedication to duty in order to realize the school’s vision and mission. However, with the continuing efforts, we look forward that we shall produce world class graduates who will be ready to squarely face the challenges of daily life, college work and the challenges of the competitive world in many perspectives.
Currently, it is our foremost concern to expand the knowledge of teachers and school with great seriousness and professional outlook to grasp the basis of education which is “the object of hope” — the human dignity and human capabilities.
Evolution and History
Long years ago, the demand of secondary school in Valenzuela was imperative for the people particularly in Barangay Canumay. It was a dilemma for the high school students from the above-mentioned Barangay as well as those coming from neighboring Barangay to commute from their place to get to the nearest secondary school. And so, the civic-spirited citizens of Canumay with the leadership of then Barangay Captain Rodolfo Trinidad together with the Barangay Council worked hard to have a high school established in their place, the attainment of their dream. Thus, it was in 1971 when such a dream came into reality.
On its first year of operation, the chool started with twenty-three (23) first year students with one (1) full time and two (2) part-time teachers who were at that time, elementary teachers. Having no building of its own, the secondary students along with their teachers “squat” in one of the three (3) rooms of a-storey building within the compound of Canumay Elementary School. These then the secondary teachers were manned by the first Teacher-in-Charge, Mrs. Fely Santos. Two (2) years later, the number of teachers increased into five (5) gladly, they were all secondary teachers. However, in 1973, due to the great number of students, then second Teacher-in-Charge, Mr. Lamberto Cayanan, implemented the Teacher-all Policy so as the students would learn all the subject areas. After couple of years, the five (5) secondary teachers were manned by then Secondary School Head Teacher III, Mrs. Maxima G. Carlos.
The population of the school kept steadily increasing over the years since its inception due to urbanization and insdrustrialization of the place. As a result, the school could no longer accommodate the enrolling students. In June 1987, VMHS-Canumay Annex moved to its new site in an adjacent vacant lot with the newly build six classroom building donated by Mr. William Gatchalian. Later, this was added by another two (2) classroom building through the effort of Mr. and Mrs. Jimmy Lee and through the courtesy of the Federation Chamber of Commerce Industry.
In 1992, teachers and students have tremendously increased; the students’ population has reached six hundred sixty seven (667) while the former five (5) secondary classroom teachers became fifteen (15), all of whom were given maximum teaching load with additional extra-curricular assignments. This rapid growth of students’ population led to the construction of additional building likewise hiring of additional secondary classroom teachers in 1993. Thus, development in the physical structure was made possible through the leadership of then Heade Teacher III, Maxima G. Carlos.
In November 22, 1997, after having completed all the necessary certification, authorization and accreditation, the Canumay Annex of Valenzuela Municipal High School is hereby separated and thereafter created as an independent educational institution and was approved to be known as Canumay National High School through Republic Act No. 8391 – an act separating Canumay Annex from Valenzuela Municipal High School and thereby providing its fund. The move of making it an independent national high school was spearheaded by the administrators of the school and the division at that time and the resolution authored by the late Congressman Antionio Serapio.
This act truly helped the school more as it provides easy access for students in its barangay and to address the influx of enrollees. One remarkable event that happened was that happened was that, student population had reached 1785 and that faculty members increased into 55 permanent teaching positions. Further, the establishment of the bigger high school in Canumay responded to the needs of the poor parents in the above-mentioned barangay inclusing the neighboring barangays namely: Paso de Blas, Lingunan, Babaguin, Mapulang Lupa, Viente Reales. However, due to the reassignment and rotation of school heads in 2001, Mrs. Marina T. Fabian became the Officer-in-Charge of Canumay National School until 2002.
From 2002-2009, the students continue to flock at Canumay National High School as it continue to wade into the educational waters. The school has experienced new innovations and developments in the local concerns under that leadership of then Ms. Conchita J. Riveros, Principal III. Fortunately, under her administration, additional school facilities were remarkably put up namely: Speech Laboratory, TLE Laboratory, Computer Laboratory, Audio-Visual Room, Science Laboratory, Service-Bureau, Reading Center, school garden and landscapes, school clinic, and adequate classrooms for students. Moreover, the school ambiance was totally transformed into a state of the art. Undeniably, the school, students and teachers’ academic achievements have become remarkable since such was the priority of the school elader. Looking back, one could no longer imagine how the school transformed from once swampy, snake laden and muddy site to what it is now, especially when the old classrooms were transformed into modern and state of the art classroom and facilities.
Currently, Canumay National High School is manned by Mr. Ronald A. Trono, Principal IV. There are forty-four nationally funded teachers and seven (7) locally funded teachers. As regards student population, the school has a total population of 1656 students and 51 intellectually capable teachers teaching them together with 2 non-teaching personnel working as a team.
Although, the school has enough classrooms for the students, it has been blessed with another new building, a 16-classroom four storey building, a project of Congressman Rex T. Gatchalian. In addition, through kindness, the newly built faculty room was provided with a brand new air conditioning unit. Soon, another two-room two-storey building which is sourced from the government (DepEd) will rise as its construction is going. Although the school has its computer laboratory, soon, it will be transferred into bigger and wider room as the former library is currently under renovation for the accommodation of the 50 computer units, through the project of City Mayor Sherwin T. Gatchalian. Fortunately, Canumay National High School is enough victorious in many academic and non-academic competitions. This triumph is attributed to the hard work that is being rendered by all the teachers for the school achieve excellence.

The Financial Resources of the School
The school budget is one of the most powerful tools to promote and strengthen the school based management and accountability. This is why apart from curricular reforms and capacity building programs, the Department of Education continues to make more resources available to schools to support them in enabling students to perform better. With the adoption of new school MOOE formula starting 2013, and the passage of the Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 expanding the basic education system from a 10 year to 13 year program with addition of one year of Kindergarten and two years of Senior High School, the DepEd moves closer to rationalizing the programming of school budgets. Previously, the school MOOE budget was computed solely based on enrollment given a per capita cost. With the new formula, other factors affecting school operations are considered, such as the number of teachers and classrooms managed by the school, the number of graduating or completing students, and fixed amount corresponding to basic needs of a school. In addition to this, starting 2016, financial assistance previously released separately for special programs or activities are now incorporated in the budget for the operations of schools.
