Oregon Promise

What is Oregon Promise?

Oregon Promise is a state grant that helps to cover most tuition costs at any Oregon community college for recent high school graduates and GED® recipients.

The Oregon Promise application is currently open for students graduating between July 1, 2022 - June 30, 2023.

Be sure to apply by your deadline!


Who is eligible? You must meet all of the following criteria:

Complete an Oregon Promise Grant Application by the appropriate deadline

Be a recent Oregon high school graduate or GED recipient

Document a 2.0 cumulative high school GPA or higher; or a GED score of 145 or higher on each test

Plan to attend at least half-time at an Oregon community college within 6 months of high school graduation or GED completion

Be an Oregon resident for at least 12 months prior to attendance

File a FAFSA or ORSAA application and list at least one Oregon community college

Must not have more than 90 college credits completed or attempted-

**For students who graduate in March 2021 or later, OSAC has not determined if there will an Expected Family Contribution limit. OSAC evaluates available funds on an annual basis to determine if and where to establish an EFC limit for each new group of applicants. OSAC may decide to adjust or eliminate the EFC limit in future years, depending on available funds. OSAC typically announces any EFC limit information for the upcoming year in early spring. All awards are subject to action and adjustments by the Oregon Legislature.

Program Highlights

The grant will offset tuition costs after state and federal grants are applied

There is a $50 per term copay

Participating full-time, full-year students are guaranteed at least $1,000 annually

Awards will be pro-rated for students attending less than full-time (12 credit hours per term)


Senate Bill 81, which created the Oregon Promise program, was passed by the Oregon Legislature and signed by Governor Kate Brown in July 2015. The grant program is administered by the Office of Student Access and Completion (OSAC), an office of the Oregon Higher Education Coordinating Commission (HECC).

How do I apply?


    1. Create an account in the OSAC Student Portal

    2. Complete Oregon Promise Application in OSAC Student Portal by the deadline (see above).

    3. Verify your GPA or GED score. Follow instructions in OSAC Student Portal.

    4. Complete the FAFSA or ORSAA, starting October 1. List at least one Oregon community college.
