The Arts in Education (AIE) cooperative service (COSER) is designed to integrate the arts into education, supporting learning opportunities for students, as well as professional learning for teachers. In order for an activity to qualify for the AIE COSER, and for districts to receive state-aid reimbursement for AIE expenditures, certain conditions must be met.

Workshops, residencies, performances, and field trips with an arts standards/curriculum connection (View the NYS Arts Learning Standards)
Field trips with documentation of arts learning connection, must also meet these conditions:
All students are allowed to attend
Provisions are made for those students who cannot afford the cost of the trip
Transportation, food, and lodging are NOT paid for through AIE
Student registration fees for music & art competitions and festivals, including NYSSMA membership and conference fees
Arts-related professional development workshops and conferences for teachers (any time of year)
Transportation, food and lodging is not state-aidable, and should not go through AIE
If a trip to a venue includes lunch or dinner, the cost of the food must be separated out. Only admission can be covered in the COSER.
Programs or trips without a documented arts learning connection are not eligible.
Schools cannot make gifts of public funds.
There should not be any material benefit to the student such as food, souvenirs, or gifts.
Summer activities for students cannot go through AIE.
