Why School-base Assessment (SBA)
Some skills (e.g. data collection, implementation of a plan, laboratory skills) cannot be effectively assessed by paper-and-pencil examinations
SBA will enhance the completeness of public assessment and assess different facets of students’ abilities
SBA will first be implemented in 8 subjects and 4 science subjects (laboratory work only in 2012, full implementation from 2014 onwards)
Implementation in other subjects will commence
from 2014 onwards
Standards-referenced levels 1-5
5* and 5** will be used to differentiate the best performers from amongst the level 5 candidates
A set of descriptors will be used to indicate the typical performance of candidates at each of the 5 levels
It explicitly describes candidates’ performance standards
It enhances the effectiveness of learning and teaching
It ensures standards are maintained over time
The rationale behind it is to explicitly describe the standards achieved by the candidates in terms of knowledge, skills and understanding
Standards are prescribed in each subject so that their requirements are available to candidates before examination
Candidates’ results will only be compared with the prescribed standards, regardless of the performance of the other candidates taking the same examination
SBA for HKDSE
SBA is compulsory for all school candidates.

Submission of SBA marks for Secondary 5 from schools is now scheduled in May – July.
Submission of SBA marks for Secondary 6 and samples of students’ work from school is scheduled in January – April.

Note: During a school trial, all schools will implement SBA and submit marks to the HKEAA for feedback, but SBA marks will not be counted towards the subject result.

SBA in DBS
I. Schedule and requirements of individual subject (Sample for display: SBA schedule G11 & G12 2014-15)
Subject Panel Heads will disclose the requirements to students at the beginning of the school year.
Punctuality of submitting SBA assignment and attendance to SBA exercise should be strictly observed or else students will risk mark deduction and even disqualification.
II. SBA Issues: Eligibility of candidates
(a) School candidates and private candidates
SBA is compulsory for all school candidates.
Private candidates are not required to complete the SBA component. (For Visual Arts in which the SBA carries a subject weighting of 50%, private candidates have to complete a portfolio and forward it to the HKEAA for assessment. Detailed arrangements are specified in the assessment framework and SBA Teachers’ handbook of Visual Arts.)
(b) Repeaters and Transfer Students
Repeater as S6 student: repeater has to be re-assessed in S6; SBA results obtained in previous examinations will not be counted;
Repeater (from other schools) taking a subject not offered by DBS: The school has to submit an application for exemption to the HKEAA;
Transfer student: SBA results obtained in S5 in former school will not be counted. He should provide information about the school in which he attended the S5 course and the assessments completed for teacher’s reference.
