Kahn Academy - great site in general for help with school work. Offers free online SAT test prep.
Power Score - offers 4 free ACT or 3 free SAT tests with complete instructions. You will need to print out the practice tests. Includes exam instructions as well as scoring instructions and an answer sheet.
Testive - Students can create a free account for online ACT and SAT test prep. Also has paid prep options.
Number 2 - offers free online prep for ACT and SAT. Users will need to register and create an account.
Huntington Learning Centers - an expensive option to be sure, but offers a range of options and 1:1 tutoring for ACT or SAT
Prep Score - boasts +4 points or it is free
Kaplan Test Prep - offers lots of options for both ACT and SAT tests. Has limited free resources. Offers a variety of pay options.
CrackACT - offers every published past ACT test in pdf form! Great for practice, especially if you use a timer. Includes essay prompts since June of 2015.
College Board - offers 4 practice SAT tests for the redesigned SAT, includes scoring sheets and instructions. Also includes practice essay tests. This site will also offer you the chance to sign up for a mobile phone app that gives daily SAT practice questions.

Colleges requiring ACT/SAT writing - list compiled by Compass Education Group. You should also check with the college of your choice to be sure, but this list is a great start toward knowing which colleges recommend or require that you take the optional writing tests.
