Candidates submit verification of the prerequisite teaching credential with their application to the RLAA Program. The Credential Service Student Center (CSSC) verifies the candidate’s possession of a valid teaching credential.
The CSSC documents the verification of the credential in the credentials' database. Following completion of the Reading and Literacy Added Authorization, all credential application documents are submitted to and reviewed by the Teacher Education Department’s Credential Student Service Center (CSSC). Upon satisfactory completion of the requirements, the CSSC submits the application to the CTC.
Note: Applicants now are permitted to submit multiple methods to meet the basic skills requirement, per CTC. Web and application materials will be updated.
The Credential Service Student Center (CSSC) verifies an individual's preliminary credential through the CTC system and documents that one of the following requirements is met:
Passing scores on Tests 1, 2 and 3 of the California Teacher of English Learners (CTEL) Examination. Scores used for certification purposes may be no older than ten years from the individual passed exam date.
A credential with an EL Authorization or CLAD Certificate.
Completion of course work in a Commission-approved CTEL program combined with passing scores on the CTEL Examination, based on equivalency as determined by a Commission-approved CTEL program.
Possession of a Supplementary Authorization in English as a Second Language (no longer initially issued as of July 1, 1996) and completion of three semester units of college course work in the theories and methods of SDAIE or possession of a Certificate of Completion of a 45-hour SDAIE program conducted by a California school district.
Possession of an SB 1969 Certificate of Completion issued by a school district or county office of education, or a Certificate of Completion of Staff Development (CCSD) issued by the Commission and completion of nine semester units of upper division coursework verified by a Commission-approved CTEL program for a determination of equivalency.
Possession of the National Board for Professional Teaching Standards certificate in Early and Middle Childhood/English as a New Language or Early Adolescence through Young Adulthood/English as a New Language.
All applicants are required to demonstrate satisfactory completion of the Basic Skills Requirement by submitting a Request for a Basic Skills Evaluation, which offers the opportunity to submit a copy of their CBEST score report with the application or qualified course equivalents (Link to Request for Basic Skills Evaluation Form webpage, housed on the Credential Student Services Center website).
The program coordinator and Credential Service Student Center (CSSC) staff verify that all requirements have been met prior to considering the candidate’s application.
Verification of Experience of three years of successful full-time teaching experience in any grades preschool through adult while holding an emergency credential or permit is confirmed via document signed by the applicant’s employer. This document is then submitted to the Credential Service Student Center (CSSC) and is documented in the credentials' database.
Following completion of the Reading and Literacy Added Authorization, all credential application documents are submitted to and reviewed by the RLAA Coordinator and the Credential Student Service Center (CSSC). Upon satisfactory completion of the requirements, the CSSC submits the application to the CTC.
