All applicants, including interns, are required to demonstrate satisfactory completion of the Basic Skills Requirement by submitting a Request for a Basic Skills Evaluation, which offers the opportunity to submit a copy of their CBEST score report with the application or qualified course equivalents (Link to Request for Basic Skills Evaluation Form webpage, housed on the Credential Student Services Center website).
The program coordinator and Credential Service Student Center (CSSC) staff verify that all requirements have been met prior to considering the candidate’s application.
All applicants, including interns, are required to submit a Verification of Experience Form, verifying a minimum of five years full-time K-12 teaching or service experience under a credential. The form must be signed by a district-level human resources representative or a credential official. This requirement is specified on the webpage. The program coordinator and Credential Service Student Center (CSSC) staff verify that all requirements have been met prior to considering the candidate’s application.
If the Verification of Experience form is not signed by HR or is not 5 years, or the candidate is not under a credential, then a document reminder email is sent to notify the applicant.
Credential Analysts will review the Intern Application file, verify eligibility, and recommend the credential to the CTC. If additional documentation is required or they are not enrolled in classes, they will be notified via email and need to follow the listed instructions.

The Credential Student Service Center (CSSC) verifies that all preliminary and intern candidates have met the requirements based on Administrative Services Credential Program Standards prior to the recommendation for the preliminary credential and the assumption of intern administrative responsibilities.
Credential Analysts review the Credential Completer Application file, verify eligibility, and recommend the credential to the Commission on Teacher Credentialing (CTC). Processing will be initiated at the end of the term after grades are posted and all requirements have been met. If additional documentation is required, applicants will be notified via email and need to follow the instructions to submit required or update documents.

Intern Application and Credential Completer Application are emailed to candidates when requested. A Certificate of Eligibility is issued to the Completer who does not have an Administrative position. Once Credential Student Service Center (CSSC) has verified eligibility and submitted the online recommendation to CTC they will be emailed by CTC (to the email on CTC Online Educator Account) to Complete Your Program’s Recommendation by answering personal and professional fitness questions and submitting payment. Once payment is submitted to the CTC they can expect a confirmation email that the application has been received. Provided there are no extenuating circumstances, CTC will send an email confirming that the credential has been issued. The issued credential will be posted and viewable on the CTC’s website: www.ctc.ca.gov. It will not be mailed. It is their responsibility to confirm accuracy. And candidates must contact the CSSC immediately by email if there are errors.
To apply for a Preliminary Administrative Services Credential, along with the Credential Completer Application the candidate must submit a complete Employment as an Administrator form verified on CL-777
