All applicants must submit documentation that they have (a) completed the Basic Skills Requirement, (b) a valid Preliminary Administrative Services Credential, and (c) a minimum of two years of full-time experience under a Preliminary Administrative Services Credential. A Verification of Experience Form is required to be submitted, and it must be signed by district human resources or district credential personnel. Applicants may be admitted to the CASC program with less than two years of PASC experience, but they will not be eligible for the Clear credential until they have two years of experience with the Preliminary Administrative Credential. The Credential Student Service Center (CSSC) verifies a candidate's offer of employment in a full or part-time administrative position in an employing agency. The catalog is one place that informs applicants that the offer of employment requires an Administrative Services Credential. The CSSC documents employment in the credentials database.
The Department of Educational Leadership verifies that this entity operating a program for the Clear Administrative Services Credential will provide for the development of a written individualized program of professional development activities (clear credential induction plan) for the advanced preparation program based upon individual needs. The plan shall be developed in consultations among the candidate, employer and university representative. The induction plan is continuously developed during the program.

The following process is provided to candidates:
Submit the required materials as a complete packet email (online) via the Credential’s Office email address csscdocuments@csueastbay.edu It is your responsibility to make sure you have completed all the necessary items in order to begin the application process. Keep in mind that incomplete items will cause delays in the processing of your credential.
Credential Analysts will check documents, verify eligibility and recommend you for your credential. Credential recommendations will be processed in the order in which they are received. Depending upon volume, it may take several weeks before your application is processed. Processing will be completed at the end of the term when grades are posted and all requirements have been met. If additional documentation is required, you will be notified via email or phone
Once CSSC has submitted your application for recommendation online, you will be required to create a User ID and Password to access your recommendation on CTC’s online system. (http://www.ctc.ca.gov/credentials/complete-recommend.html) to pay the credential application fee and complete the application process. You can expect a confirmation email from CTC that your application has been received. Provided there are no extenuating circumstances, CTC will send you an email confirming that the credential has been issued this can take up to 10 days or more. The web version of your document is considered the official document. It is your responsibility to confirm accuracy. Contact our office immediately if there are any errors.
After your credential has been recommended, you must submit payment in a timely manner or CTC will cancel your recommendation. CSSC will require a new credential application and fee to complete another online recommendation (referred to as a second (2nd) recommendation).
Your credential and all information relating to it will appear on the Commission website as granted once processing is complete by CTC.
