The Superior Council of Magistracy, as Project Promoter, in partnership with the National Institute of Magistracy, the National School of Clerks and the Norwegian Courts Administration, implements the predefined project "Judicial Training and Capacity Building", funded by the Justice Program, financed under the Norwegian Financial Mechanism (MFN) 2014-2021.

GENERAL OBJECTIVE: Strengthen the judiciary by improving its efficiency, as well as developing the concept of European legal culture within the Romanian Judiciary.

RESULTS:

The project aims to achieve the following results:

1. delivery of professional training on European legal concepts in current fields, in order to increase the efficiency and quality of the decision-making process at the level of the Judiciary;

2. delivery of professional training in the field of techniques for hearing minors, ensuring thus a judicial friendly environment for them;

3. Improving access to justice, especially for vulnerable groups, including through a close cooperation with public authorities with expertise in the field, as well as with non-governmental organizations;

4. Strengthen the administrative capacity and efficiency of the Judiciary by developing technical and IT infrastructure.

Over 130 training activities will be organised within the project, in areas such as public procurement, procedural rules applicable to administrative litigation, fiscal procedure - fiscal enforcement, practical training of auxiliary personnel, case law of the European Court of Human Rights, enforcement of sentences and measures of deprivation of liberty ordered by the judiciary during the criminal process, judicial cooperation in civil and criminal matters, hearing techniques for minors and improving access to justice for vulnerable groups, with a focus on the Roma population.

START DATE: February 28, 2019

IMPLEMENTATION PERIOD: 60 months

TOTAL VALUE: According to the financing contract, the total value of the project is of 19,495,910 lei, respectively 4,100,000 euros, consisting of 85% Norwegian non-reimbursable external funds and 15% public co-financing provided by the budget of the Program Operator - Ministry of Justice
