The Superior Council of Magistracy, as the Project Promoter of the bilateral initiative, in partnership with the Norwegian Courts Administration, implemented the project "Successful implementation without faceless collaboration", financed by the Fund for Bilateral Relations at the level of the Programme "Justice" within the Norwegian Financial Mechanism (MFN) 2014-2021.

PROJECT TITLE: Successful implementation without faceless collaboration

GENERAL OBJECTIVE: The main objective of the project was to strengthen the relations between the representatives of the central institutions of the judicial systems in Romania and Norway. In particular, the bilateral initiative aimed at finalizing the predefined project application “Judicial training and capacity building”, funded under the Norwegian Financial Mechanism 2014-2021, by establishing: (a) the content of the partnership agreement between the Project Promoter- The Superior Council of Magistracy and the donor project partner - the Norwegian Courts Administration, (b) the specific roles and responsibilities of each party, as well as (c) drafting methodological principles for the implementation of the predefined project.

ACTIVITIES: Within the project, between 11-12 December 2018, was organized in Trondheim, Norway, a working meeting between the technical representatives of the Superior Council of Magistracy and Norwegian Courts Administration who were involved in drafting the predefined project application "Judicial Training and Capacity Building”, funded under the Norwegian Financial Mechanism 2014-2021.

The following aspects were discussed during the working meeting:

(a) presentation of the objectives, results and activities proposed for implementation within the predefined project;

(b) discussion of Annexes I. Application of predefined project, II. Predefined project budget, III. Time schedule of predefined project activities, IV. The logical matrix;

(c) establishing the content of the Partnership Agreement related to the implementation of the predefined project, in compliance with the provisions of art. 7.7 of the Norwegian Financial Mechanism Implementing Regulation 2014-2021, namely aspects regarding the rights and obligations of the parties, expenses and payments, the role of partners in implementing the predefined project and the total eligible financial allocation of each partner, communication between the parties, applicable law and settlement litigation, etc .;

(d) IT infrastructure / purchase of IT equipment: presentation of the use of video conferencing systems in Norway and Romania, within the judicial systems (practical information, statistics, efficiency report - compliance with the provisions of the European Convention on Human Rights, etc.);

(e) methodological principles regarding the implementation of the predefined project, with emphasis on the selection procedure of Romanian and foreign experts (from EU and Norwegian Member States), profile of Romanian and foreign experts, relevant legislation, detailed timetable for implementation of training activities, determination of the target groups, format of course materials, format of expert activity reports, ways to collect feedback (completing the questionnaire, collecting online feedback, etc.);

(f) issues regarding the evaluation of the indicators proposed in the predefined project, at the level of outcome (correlation of outcome indicators 1 and 3 with efficiency, quality and independence at the level of the judiciary) and at the level of output (4);

(g) ensuring efficiency and sustainability: applicable general principles, medium and long-term effects, ensuring national dissemination, etc.

TOTAL VALUE: According to the financing contract, the total value of the project is of 20,292.12 lei, consisting of 100% Norwegian non-reimbursable external funds
