The proposed solution would be having students charged for a legal crime if he/she were to participate in violent actions during school. This would have limitations, and a structured base to ensure no one is wrongfully convicted. The overall idea is for school violence to decrease with this idea inside of students' heads. The idea of arresting adolescents for violence is nothing new in our community, however with stricter guidelines (especially during school) our community would benefit expediciously.
The obstacles in front of us would be leaded by people against this topic, who would not support this action:
Parents who acknowledge their kid's poor behavior in school would be worried about having their child be incarcerated.
Parents who have the belief that violence can solve issues, or believe it can be a rite of passage (parts of growing up) in a child's life.
School District Administrators who prefer to protect their image rather than children, or protect themselves from parents.
Children/Scholars might think it is unfair to be put in prison over a "small" issue or fight.
Certain Political Figures/Government officials accept the fact that putting people in prison costs significantly more money and effort from police that could be put into something else.
On the other hand, support from people in our community would push forward our intentions, having these specific people in mind:
Parents of scholars who know their child/children will not be in this situation and/or want their scholars to be safe in the school environment.
Administrators who think of the children rather than themselves, and care about the safety of their students.
Police officers who will deal with an easier job of dealing with children, rather than other heinous crimes.
Lawyers will appreciate cases that go to court because the more work they get, the more financial advantages they get.
City council / Local Government can use the funding from fees that students will have to pay when partcipating in violence at school, or bail from incarceration. The government could also use community service to their advantage when making the community better with this consequence.
Action plan
To ensure the security of this plan, the following steps will have to be acted upon. To begin, we will gain the support of strong, and reliable people in our community. We can then gain the official support of regular citizens in the community, (who we think will support us) by petitioning them. With official numbers and proof that this issue can be solved with this solution, we can take these to the City council. While the petition is in review for the next council meeting, we can convince parents, administrators, and anyone who might oppose us, to make our argument stronger. To ensure the formal vote on this topic is in our favor, we can convince political figures, or government officials as well who might vote against passing the policy. To do this, we would show that this is indeed an issue, and solving it, can make things easier and safer in our community.
Finding a reliable source to fund laws can be challenging , however there are still a certain amount of ways that we can secure the resources which have to go into passing this law. These methods include specfic instructions to be used, shown by the examples below.
Tax Revenue: Taking the issue to city council, they would then propose the law to show how the tax money will be spent. The taxes would be raised through things like property tax, sales tax, and utility taxes. If it is approved through the voting process, the new law is added. Then, local businesses collect higher tax to send it to the city. To ensure the law is being followed, city/state departments conduct examinations with businesses.
Private Philanthropy: The law could be funded privately (without government involvment) by the people who support the law within our community. These people would pay simply because they believe this is a cause that can better our community. For example, concerned parents would be mainly the people depended on because they make up the school communites. They would have to gather as a community to make one corporation that can fund the law if they are passionate about this concern.
Federal Grants: These grants transfer money to governments (whether that be state, local, or tribal) in order to support projects for communities. There are differet types of grants that would help with this, including:
-STOP School Violence Act which awarded over 2 million dollars to enhance school safety in Arizona.
-COPS Office School Violence Prevention Program provides 73 million dollars a year to improve school security.
-Stronger Connections Grant is a 1 billion dollar program that gives money to schools that highly need more safety and healthier learning environments. Doing this by hiring more SSOs, helping mental health, etc.
-School Safety Program funds over 128 million dollars that support school counselors, officers, and social workers.
