Our proposed policy is legal and doesn't violate anyone rights because of the Involuntary Commitment Laws . These laws allow parents to have their child commit to go to rehab and get help. Although if you are not a minor a court hearing will be held to see if you do need to go to rehab or not. The adult also has a right to have an attorney with them at the court hearing. 

The Executive branch is the branch that can help us solve this problem by reinforcing a law that can help Mandatory rehab become a number one priority. This is because the President is responsible for implementing and enforcing the law written by the Congress. Another branch that can help us solve this problem can be the judicial branch by being a court order and having enough evidence to send them to mandatory rehab.
