What is MTSS?
A Multi-Tiered System of Supports
It is a is a framework with a tiered infrastructure that uses data to help match academic, social-emotional, and behavioral assessment and instructional resources to meet each and every student’s needs.

The goal of Academic MTSS is to provide students with instructional supports and interventions to ensure they are able to master grade-level content and standards.
Tier 1: Tier 1 academic supports are used with every student in every class at Holmes Middle School. These supports include a guaranteed and viable curriculum, evidence-based instructional strategies, and rigorous materials to ensure students demonstrate mastery of their grade-level standards.
Tier 2: Tier 2 academic supports are used to target students who have not responded to Tier 1 interventions and supports. Students are put into Tier 2 interventions based on academic data from district benchmarks, Acadience, and classroom assessment data.
Tier 3: Tier 3 academic supports are used as targeted interventions for students that need intensive academic support. This includes students who are more than one grade-level below or are lacking universal math or reading skills. Students are put into Tier 3 interventions based on academic data from progress monitoring.
The goal of Behavioral MTSS is to provide students with the supports they need to excel behaviorally, socially, and academically.
Tier 1: Tier 1 behavior supports are used with every student at Holmes Middle School. These supports encourage positive behavior and help create a positive school climate and culture.
Tier 2: Tier 2 behavior supports are used to target students who have not responded to Tier 1 interventions and supports. Students are targeted based on behavioral data collected at school. This data is used in conjunction with the MTSS Behavior Decision Rules.
Tier 3: Tier 3 behavior supports are used as targeted interventions for students who need intensive behavior support. This would include high-risk students who have not responded to Tier 1 or Tier 2 interventions or supports. Students are targeted based on behavioral data collected at school. This data is used in conjunction with the MTSS Behavior Decision Rules.
Social-Emotional Learning is the development of “soft skills” – those qualities that improve self-awareness and emotional maturity.
It is the process through which children and adults acquire and effectively apply the knowledge, attitudes, and skills necessary to understand and manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships, and make responsible decisions
Ideal MTSS Triangle
80% of students only need Tier 1 instruction & supports
15% need Tier 2 supports
5 % need Tier 3 supports
