Cherre Moore, MS
Cherre Moore is a dedicated criminal justice educator with nine years of teaching experience and 14 years of professional experience in the law enforcement and corrections field. Cherre Moore began her teaching career as a middle school Public Safety instructor before transitioning to high school, where she taught Forensics and Criminal Investigations, Criminal Justice Essentials, and Intro to Law, Public Safety, Corrections, and Security in Fulton County. Currently, Ms. Moore teaches Criminal Justice Essentials, bringing real-world insight into the classroom. Ms. Moore holds both a Bachelor of Arts and a Master of Science degree in Criminal Justice. Prior to working in education, Ms. Moore law enforcement experience included working as a Booking Officer with the Lowndes County Sheriff Office, Residential Substance Abuse Counselor with Georgia Department of Corrections, Probation Officer II with Georgia Department of Corrections, an Inmate Classification Examiner and Inmate Classification Supervisor with Georgia Department of Corrections. Ms. Moore is committed to preparing students for careers in law, public safety, and the justice system.
Ms. Moore maintains all required state and district certifications to serve as an approved Law and Justice instructor within Clayton County Public Schools. She remains in good standing with all Georgia Professional Standards Commission (GaPSC) requirements and district compliance standards.

Mr. Keiron Ragin
Keiron Ragin is a Career, Technical, and Agricultural Education (CTAE) instructor in the Law, Public Safety, Corrections, and Security (LPSCS) pathway at Charles R. Drew High School in Clayton County Public Schools. He holds a Bachelor of Science in Social Science from Georgia Southern University and a Master’s degree from Strayer University. His academic background supports strong interdisciplinary instruction in law, public safety, criminal justice, and social systems.
Mr. Ragin brings extensive real-world experience to the classroom, including prior service with the DeKalb Police Department (MPO) and Georgia Department of Corrections Officer (CO). His professional experience allows him to connect course content to authentic public safety practices, strengthening student engagement and career relevance. In addition, he holds a Commercial Driver’s License (CDL) from Central Georgia Technical College, further supporting his qualifications to teach and integrate transportation, safety, and workforce readiness skills within CTAE programming.

Mr. Ragin is committed to continuous professional growth as a CTAE educator through ongoing refinement of curriculum, instructional strategies, and alignment with state CTAE and pathway standards. He actively integrates real-world law enforcement and public safety experiences into instruction, enhancing student understanding of industry expectations and career readiness.
His professional growth includes strengthening classroom management systems, developing industry-aligned assessments, and expanding experiential learning opportunities such as simulations, case studies, CTSO participation, and career exploration activities. Mr. Ragin continues to align instruction with EOPA requirements and CTAE accountability measures to improve student performance and pathway completion.
Additionally, Mr. Ragin seeks to grow through professional learning, collaboration with CTAE colleagues, and reflective practice. His goals include increasing student engagement, improving certification and pathway outcomes, and ensuring students develop the technical skills, employability skills, and professional behaviors required for success in law, public safety, transportation, military, and related career fields.

Dr. Sheryl Freeman
Dr. Sheryl Freemnan graduated from Florida A & M University with a Bachelor’s degree in Criminal Justice in 1993. From there, went on to pursue a law degree from Ohio Northern University in Ada, Ohio.
Began working at the Cuyahoga County Prosecutor’s Office in Cleveland, Ohio where she worked in the child support, juvenile, and criminal divisions. In January 2000, she started working at the Franklin County Prosecutor’s Office in the criminal division.
In 2003 she started working for the Atlanta Public Schools, where she served as the administrative officer to the Civil Service Hearing Panel, and provided assistance to principals and other administrators in the school system. Left APS in August 2007 and came to the Clayton County District Attorney’s Office, where she worked as a Senior Deputy Chief Assistant District Attorney and supervised other attorneys in the office and oversaw the case management of the office. She also served as the community liaison for the District Attorney’s Office. In this capacity, she participated in various activities in Clayton County, including speaking to different groups about crime prevention, serving as a career day speaker for Clayton County Public Schools, working with teen court, and participating with Real Talk About the Law program. She also served as a panel speaker with the Clayton County Public Schools Chief Resource Officer for anti-gang activity in the high schools and the community.. Most recently, Dr. Freeman begin teaching in the Clayton County School district. She teaches Introduction to Law, Public Safety and Corrections.

Dr. Sheryl Freeman’s professional growth is marked by a progressive expansion of responsibility, leadership, and impact across the legal and educational fields. Beginning with a strong academic foundation in Criminal Justice and law, she developed extensive experience in multiple prosecutor’s offices, working in child support, juvenile, and criminal divisions. These roles allowed her to build expertise in case management, legal advocacy, and collaborative problem-solving.
Her transition into leadership roles within Atlanta Public Schools and later the Clayton County District Attorney’s Office further strengthened her professional skill set. As a Senior Deputy Chief Assistant District Attorney, she supervised attorneys, oversaw office operations, and served as a key community liaison, building partnerships focused on crime prevention, youth education, and community outreach. Most recently, her move into education as an Introduction to Law, Public Safety, and Corrections instructor represents continued professional growth, allowing her to apply real-world legal experience to student learning, career preparation, and workforce development. Through each phase of her career, Dr. Freeman has demonstrated a commitment to excellence, leadership, and service-driven professional development.

Mr. James Flowers
James D. Flowers was born in Jersey City, New Jersey, and raised in Columbus, Georgia, where he attended Kendrick High School and developed a strong foundation in academics and athletics. His dedication and talent earned him an athletic scholarship to the University of Tennessee at Chattanooga, where he played two seasons of collegiate football before transferring to Alabama State University. There, he continued both his academic and athletic pursuits and graduated Cum Laude, demonstrating a commitment to excellence on and off the field.
Following college, Mr. Flowers pursued professional football opportunities, participating in two tryouts with the Tampa Bay Buccaneers. After returning to Atlanta, he embarked on a distinguished 28-year career in law enforcement, serving in numerous capacities and gaining extensive real-world experience in public safety, leadership, and community service. His career also included a unique assignment in Alaska, where he worked for ten months and broadened his professional perspective.
After retiring from law enforcement, Mr. Flowers transitioned into education, bringing his life experience and passion for service into the classroom. He has taught High School U.S. History at three metro Atlanta high schools, most recently at Charles Drew High School, where he continues to mentor and inspire students through real-world connections to history, civic responsibility, and career readiness.

After completing his collegiate education and athletic career, he transitioned into law enforcement, where he served for 28 years in a variety of roles. His unique professional assignment in Alaska further expanded his professional skill set and perspective, exposing him to different operational environments and strengthening his adaptability and problem-solving abilities. Following his retirement from law enforcement, Mr. Flowers transitioned into education, where he has taught High School U.S. History across multiple metro Atlanta schools. His professional growth now centers on translating real-world experience into meaningful instruction, helping students connect historical concepts to civic responsibility, leadership, and career readiness. Through this evolution, Mr. Flowers continues to grow as an educator, leader, and mentor dedicated to student success and community impact.
