The Planning and Building Department charges "User Fees" for the services they provide. The fees are paid directly by the individual(s) requesting these department services, keeping the general taxpayer from having to cover the entire cost of the PABD. Historically, user fees and other revenue sources have equated to approximately 50% of the department expenditures in any given year, leaving the rest of the expenditures to be covered by tax dollars.
The largest source of revenue brought in by the Planning and Building Department is from the user fees associated with permits, contractor registrations, and petition filings. These fees can be directly assessed to individuals and projects that use the services of the department, minimizing the burden on the general taxpayer. These user fees account for the vast majority of the total revenue generated by the department, in 2024 these user fees were approximately 83.5% of all revenue generated by the department. The other revenue source are from liens that have been placed on properties for unsafe building orders, grass and weed violations, trash/debris violations, and general fines levied by the department.
These other revenue sources can differ significantly from year to year, depending on the number of code enforcement cases and more importantly depending on how long a property owner takes to pay off liens.
In total, revenues for the department are $287,128.00 for 2024, down 3.1%, $9,212.52 compared to 2023.
