MESSAGE FROM THE PRESIDENT
MESSAGE FROM THE PRESIDENT
NORBERTO P. MANGULABNAN, PhD
University President
Accreditation is an important process of continuous improvement through evaluation by peer institutions of high reputation, guided by established quality standard. This important task enables the educational institution to mirror itself against the backdrop of ideals and best practices.
With another herculean task at hand, I would like to express my gratefulness to the men and women of Carlos Hilado Memorial State University (CHMSU) for their unselfish commitment and dedication to hurdle the challenges. To the accreditors, please accept our gratitude and appreciation for your generous time and expertise in ushering us towards the quest for excellence.
Accreditation indeed has afforded this community the opportunity to revisit its vision and direction in providing learning experience to students and serving better the stakeholders. We have to keep the drive and continue the legacy of genuine public service.
Thank you and congratulations to all of us!
MESSAGE FROM THE VPAA
Accreditation is viewed as an opportunity to affirm or re-affirm the commitment of Carlos Hilado Memorial State University (CHMSU) to uphold the standard for providing quality services to the academic community. The institution, being the youngest state university in the province of Negros Occidental, envisions to be “A leading GREEN institution of higher learning in the global community by 2030.” To realize its vision, CHMSU is pushing itself to greater heights.
The academic community acknowledges the need for an external lens to determine whether the Vision, Mission, Goals, and Objectives of the university are geared towards its realization. Thus, the institution is subjecting itself to the AACCUP Preliminary Survey Visit for the different curricular programs in CHMSU-Talisay (Main) Campus and CHMSU-Fortune Towne Campus.
The CHMSU community is indeed grateful to the AACCUP team of accreditors for sharing their time and expertise as they evaluate the different curricular programs in the undergraduate and graduate studies of CHMSU.
I am wishing all the best for the CHMSU-AACCUP Task Force and AACCUP Team of Accreditors as we continue our journey towards education for sustainable development.
JAY B. ESTRELLAS, EdD
Vice President for Academic Affairs
MESSAGE FROM THE VPRE
When the CHMSC became a University, it carries with it the commitment to continually improve its processes in providing quality education. This sounds banal and trite, but the management seriously look at it and inked them in its strategic direction for things to realize and achieve.
Submitting ALL programs to voluntary accreditation is one of the approaches to realize that cherished commitment. It carries with it the desire of all the stakeholders – area leaders, parents, management, support personnel and even the community – to collectively scrutinize and assess the inputs and outcomes of each program. This may require voluminous work and man hours but none can substitute the label of Accredited Program to such effort.
Indeed, the scheduled Preliminary Survey Visit (PSV) of MAEd (PE), BS Psychology (CAS) in Talisay Campus and BS Management Accounting (CBMA) in Fortune Towne Campus is a welcome start to prepare the curricular programs for higher level accreditation. Subsequently, this will stamp the university’s desire to be institutionally accredited.
Godspeed and looking forward for a meaningful and successful accreditation.

I commend the support of the Administrators, Faculty, Staff, and Students for the MAED in Physical Education Program in all its academic undertaking and other activities.
