Who are LTMLs?

In South Carolina, a "long-term ML" refers to a student identified as a Multilingual Learner (ML) who has been receiving language support services for an extended period of time, meaning they have been enrolled in the program for several years and are still working towards achieving English proficiency according to state standards; essentially, a student who has not yet met the criteria to be reclassified as an English proficient student despite ongoing support through the Title III program.
