VPI Quality Improvement Plan

Carroll County is participating in Practice Year 1 of the Early Childhood Unified Measurement and Improvement System. In collaboration with the Preschool Development Grant we are building an Early Childhood Data System through Link B5, and created a Quality Improvement Plan to improve our Preschool Program, and have created goals focusing on the indicators of quality listed below. VPI Guidelines Section 1: Providing a Quality Preschool Education

To improve kindergarten readiness in Carroll County, all Pre-K programs will provide high-quality teacher-child interactions, evidence-based curriculum, and data driven professional Development.


Curriculum & Assessment

Carroll County currently uses "Our World of Learning" (OWL), a vetted, evidence-based curriculum that is aligned with Virginia’s Early Learning & Development Standards (ELDS) Birth-Five Learning Guidelines. Letterland is used to provide phonemic awareness and phonics instruction and the Als Pals Program facilitates social emotional learning.

The Pre-K PALS, VKRP, developmental checklist, and core assessments are used to guide instruction.

Interactions

Local pre-K CLASS observations will take place twice a year (once in the fall and once in the spring) by a certified reliable observer. All local observations will include feedback and debrief for teachers based on their scores and areas for improvement. Carroll County will keep a record of the observations completed.

External CLASS observations will no longer be required for classrooms on a bi-annual basis. Instead, external observations will be randomized each year.

PD

Pre-K teachers and instructional assistants must attend at least 15 clock hours per year of professional development (PD) that supports their knowledge, skills, and practice. Teachers will have access to individualized PD based on the classroom data to facilitate effective teacher-child interactions and instruction that promotes children’s learning and development towards kindergarten readiness.

Professional Development will be planned and delivered reflecting the key features outlined in the PD Rubric.
