Quality Preschool in
Carroll County
For four-year-olds, preschool is often the first opportunity for observation of school-readiness activities and skills. High-quality preschool programs provide a foundation for learning and prepare students for success in kindergarten and beyond. School-readiness activities in high-quality preschools focus on physical, motor, and social and emotional development.
The Carroll County Pre-K program is funded by the Virginia Preschool Initiative Grant, Title I funding, and funding from Carroll County Public Schools.
Virginia Preschool Initiative (VPI)
VPI is a program that distributes state funds to Carroll County for the purpose of providing high-quality preschool programs for at-risk four-year-olds not served by Head Start. The purpose of the program is to reduce disparities among children entering kindergarten and to reduce or eliminate those risk factors that may lead to early academic failure.
Early Childhood Special Education
Early Childhood Special Education provides services for preschool-aged children from age two through five with identified disabilities or developmental delays. Educators, along with the child's family, develop an individualized education program (IEP) with goals and objectives to meet the child’s developmental needs.

Practice Year 1 -Early Childhood Unified Measurement and Improvement System
Carroll County is currently implementing the new quality measurement and improvement system, called VQB5, which focuses on improving the quality of all publicly-funded birth-five classrooms.
Virginia’s new Unified Measurement and Improvement System will measure the quality of infant, toddler and preschool teaching and learning based on two nationally-recognized quality indicators:
1) Teacher-Child Interactions based on local CLASS observations and,
2) Use of a quality curriculum.
