PDF Annotators: Most of these PDF annotator programs (KAMI, DocHubs, XODO, TextHelp PDF Reader) offer a 30-day free trial, some of the free-to-use features remain functional, but the premium tools are disabled after the 30-day trial.
KAMI (works best with a premium plan but there are licences available if you feel a student might benefit. They do not need to be a UATT referral to use KAMI. Just contact me and I can add students per your request.)

DocHubs let you use the basic tools for free.

XODO
Lets use use the basics for free as well. "Do more with your PDF files. Xodo is all-in-one PDF Viewer, Reader, and Annotation tool. Xodo is compatible with other viewers supporting standard PDF annotations."
TextHelp PDF Reader by TextHelp (has free and premium features)
The TextHelp PDF annotator/mark up options are part of the premium PAID features. It's a wonderful tool but the cost is $145/year/student for the fully functional PDF annotator. The "read aloud" function does stay free and can be used as a Text to Speech program to read ePub books, PDFs et cetera for free.
