Tuition Break

NEBHE’s Tuition Break program, officially known as the New England Regional Student Program (RSP), provides significant tuition savings to residents of the six New England states when they enroll at out-of-state public colleges and universities within New England and pursue approved programs.

The average annual tuition savings is about $8,000. The actual savings ranges from about $3,000 to as much as $14,000 annually and varies by college or university.

The program offerings include specialized programs that are not offered by the students' home-state public colleges and universities, as well as additional "flexible" programs at some institutions.


Three ways for students to be eligible under Tuition Break!


  • Specialized degree programs – Colleges and universities choose to offer their specialized degree programs, that are approved for students because their home-state public colleges and universities do not offer the program.

  • Flexible programs – Some colleges and universities offer degree or certificate programs under the Flexible policy, which allows eligibility for additional programs (even though they may be offered by the home-state public colleges). Flexible programs are flagged [F] in the program lists.

  • Proximity – Some colleges and universities allow eligibility under the Proximity policy – for students living closer to an out-of-state college than an in-state college.
