Following the steps below to change dimension colors in your SolidWorks Drawing.
Colored Dimensions
The Line Format toolbar will give you the ability to change the dimension color.
To enable the toolbar Right-Click on the CommandManager bar and select Line Format from the shortcut menu. (See Below)
Accessing the Line Format Tools
The Line Format toolbar will now be enabled. The toolbar contains Layer, Line Thickness, and Color tools for drawing entities and annotations:

Changing Colors
Pick one or more dimensions/annotations (1) at a time, then select the Line Color tool (2) from the Line Format toolbar
Change Dimension Color
Choose the desired color from the Edit Line Color dialog. Pick OK to finish and the dimension[s] will have changed color. Please Note, you may need to unselect the dimension/annotations.

Using Layers
Another option is to use layers, you can create drawing layers and then pick entities to be added to the layer. Layer properties such as color will be applied to the entities (note that line thickness and style will not be applied to dimensions).
Select the Layer Properties Button from the Line Format toolbar
In the Layer dialog pick the New button to create a new layer
Enter a layer name e.g. Dimensions
Choose the color required for the layer
Pick OK on the dialogs to finish

Then select the dimensions/annotations (1) that you want to be added to the layer and pick the change layer (2) button and choose a layer (3) from the select box. The dimensions will then change to the applied color of the layer.
