Is é atá i gceist le rialachas ná an córas trína ndéantar eagrais a threorú agus a rialú. Ar na freagrachtaí atá ar Ghobharnóirí scoile tá fís don scoil a chruthú, aidhmeanna straitéiseacha a shocrú, éiteas na scoile a bhunú agus a chothú, pleananna agus polasaithe na scoile a shocrú, monatóireacht agus measúnú a dhéanamh ar fheidhmíocht na scoile, tacaíocht a thabhairt don lucht bainistíochta an leibhéal gnóthachtála a ardú agus a ndúshlán a thabhairt le go ndéanfaidh siad amhlaidh, agus tuairiscí a thabhairt do pháirtithe leasmhara faoin mhaoirseacht atá á déanamh ar an scoil.
Tá gníomhartha Bhord na nGobharnóirí faoi réir rialacháin atá leagtha amach i Scéim Bainistíochta na Scoile, atá comhaontaithe leis an Údarás Oideachais. Is iad cuntasacht, trédhearcacht agus ionracas bunphrionsabail an dea-rialachais, mar aon lena bheith dírithe ar rathúlacht inmharthana an eagrais san fhadtéarma. Leis an dea-rialachas a chur i bhfeidhm, caithfidh na Boird smaoineamh go domhain, go cúramach agus go leanúnach ar na tascanna atá le déanamh acu agus ar na himpleachtaí do na róil atá ag baill aonair an Bhoird. Tá ceannaireacht Chathaoirleach an Bhoird fíorthábhachtach, chomh maith leis an tacaíocht a thugtar don Phríomhoide, an tacaíocht a thugann an Príomhoide féin, agus a ionraice agus a oscailte a bhíonn na Gobharnóirí agus saincheisteanna á bplé.
Ní beag an dúshlán é sin. Tá sé thar a bheith dúshlánach an ról a chur i gcrích go rathúil. Bíonn srianta ar an am agus ar an eolas a bhíonn ar fáil; mar sin féin, caithfear meas a léiriú ar a chéile, caithfear a bheith oscailte lena chéile, agus caithfear dul i mbun plé lena chéile beag beann ar na difríochtaí ó thaobh cúlra, scileanna agus taithí de. Caithfear ard-iarracht a dhéanamh go leanúnach leis an dea-rialachas a bhaint amach. Tá treoir shonraithe ar fáil i gcáipéis na Roinne Oideachais, Gach Scoil ina Scoil Mhaith – Treoir do Ghobharnóirí agus tá pro forma féinmheasúnachta dar teideal Le Chéile i dTreo Feabhsúcháin curtha ar fáil ag an Chigireacht Oideachais agus Oiliúna. Tá cóid deachleachtais le fáil in earnálacha eile chomh maith. Orthu sin tá Cód Rialachais Chorparáidigh na Ríochta Aontaithe, foilsithe ag an Chomhairle Tuairiscithe Airgeadais, agus an Cód DeaRialachais don Earnáil Dheonach agus Phobail i dTuaisceart Éireann. Don Earnáil Ghaelscolaíochta go sainiúil atá an Lámhleabhar seo do Ghobharnóirí déanta ; tá sé urraithe ag an Roinn Oideachais agus cuireadh le chéile é i gcomhairliúchán le Boird Ghobharnóirí ar Ghaelscoileanna i mórcheantar Bhéal Feirste.
Governance is the system by which organisations are directed and controlled. The responsibilities of school governors include establishing a vision for the school, setting out strategic aims, establishing and maintaining the school ethos, setting the school’s plans and policies, monitoring and evaluating school performance, supporting and challenging management in raising achievement levels and reporting to stakeholders on their stewardship. The Board of Governors’ actions are subject to laws and the regulations set out in the School Scheme of Management agreed with the Education Authority. The fundamental principles of good governance are accountability, transparency, probity and focus on the sustainable success of the organisation over the longer term. To achieve good governance Boards must think deeply, thoroughly and on a continuing basis, about their overall tasks and the implications of these for the roles of their individual members. Absolutely key in this endeavour are the leadership of the Chair of the Board, the support given to and by the Principal, and the frankness and openness of mind with which issues are discussed and tackled by all Governors.
The challenge should not be underrated. To carry out the role successfully is extremely demanding. Constraints on time and knowledge combine with the need to maintain mutual respect and openness, dealing with each other from across different backgrounds, skills and experience. To achieve good governance requires continuing and high quality effort. Detailed guidance is available through the Department of Education’s Every School a Good School – Guide for Governors and the Education and Training Inspectorate has provided a self-evaluation pro forma Together Towards Improvement. Codes of good practice have also been established in other sectors; these include the UK Corporate Governance Code published by the Financial Reporting Council and the Code of Good Governance for the Voluntary and Community Sector in Northern Ireland. This bespoke Handbook for Governors in the Irish Medium Sector has been sponsored by the Department of Education and produced in consultation with representatives from the Boards of Governors of the Irish-medium schools in the Greater Belfast area.
