Step 1: The death of one or more stars.

The gas is trapped in Earth's rocky surface, while water in a gaseous form since Earth is still creating it's layers: meaning Earths temperature is high.
Step 8:This gas is mated to Earth by it's gravity and creates Earth's early atmosphere
Step 9: Earth's layers thickens: meaning the Earth cools down, and all of the water vapor condenses to create Earth's oceans.
