The Bataan Peninsula State University Committee on Anti-Red Tape (CART) conducted a compliance audit at the Human Resources Management and Development Office (HRMDO), led by Mr. Aaron C. Rondilla, in accordance with BPSU UM 2025.0109.
Aligned with the Civil Service Commission’s (CSC) guidelines on efficient personnel management, this audit assessed HRMDO’s adherence to RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018).
Key focus areas included streamlining HR processes (recruitment, promotions, benefits) per CSC rules on personnel handling, enhancing transparency in service delivery to employees and applicants, and identifying opportunities to reduce bureaucratic hurdles in HR operations.
Outcomes: Process gaps were identified and recommendations made for improvement; strengthened compliance with CSC’s standards on efficient public service; reinforced a culture of accountability and client-centric HR practices.

The Bataan Peninsula State University Committee on Anti-Red Tape (CART) conducted a compliance audit at the Environmental Sustainability Office, headed by Director Edessa G. Flordeliz. The audit was carried out in accordance with BPSU UM 2025.0109.
This activity reaffirms ARTA’s mandate to champion good governance and efficient public service delivery. The audit assessed the Center’s compliance with RA 11032, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, with emphasis on transparency, accountability, and citizen-centric processes.
Key outcomes of the audit include:
Identification of areas for process improvement and streamlining
Enhancement of service delivery mechanisms to better serve stakeholders
Strengthening of anti-red tape measures within the office.

The Bataan Peninsula State University's Committee on Anti-Red Tape (CART) spearheaded an orientation- audit with the Institute of Architecture led by its head, Architect Abigail Catapang , in accordance with BPSU UM 2025.0109.
This initiative aligns with the Anti-Red Tape Authority's (ARTA) mandate to promote good governance and efficient public service.
The audit evaluated IARC compliance with RA 11032 (Ease of Doing Business Act), focusing on transparency, accountability, and citizen-centric processes. Key outcomes include identifying opportunities for improvement, enhancing service delivery, and strengthening anti-red tape measures. Different mechanisms for gathering customer feedbacks were also discussed such as internal feedback mechanism, customer satisfaction measurement, 8888 and client transaction log sheet.
During the orientation - audit, the Citizen's Charter was also highlighted - its function and importance in the day to day operations of each unit.
The audit team was led by Maria Crisanta V. Casupanan-Canare, University CART Secretariat,and CART Technical Staff.
Also discussed are the ISO compliances, process and required documents. This was discussed by the University Document Controller, Mr. Brian Rodriguez.
