The Committee on Anti-Red Tape (CART) of Bataan Peninsula State University (BPSU) conducted an ocular inspection of the National Service Training Program (NSTP) Office, which implements the Civic Welfare Training Service (CWTS), Literacy Training Service (LTS), and Reserve Officers’ Training Corps (ROTC) components, headed by its Director, Prof. Melinda M. Aberin.
The NSTP Office oversees three program components: the CWTS Section, LTS Section, and ROTC Unit.
Pursuant to BPSU UM 2025.0109, the audit evaluated the NSTP Office’s compliance with RA 11032, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The review centered on streamlining processes for services under NSTP, strengthening transparency in service delivery to partner communities, students, cadets, and external stakeholders, and identifying measures to minimize bureaucratic delays in the NSTP Office’s operations. Specific areas examined included the review of NSTP processes and services, management of CWTS/LTS/ROTC training activities, implementation of community immersion and extension projects, and support services for LGU/barangay partnerships.

This keeps the audit compliant with ARTA’s RA 11032 mandate while accurately reflecting NSTP’s structure and community-based extension function under RA 9163.

In fulfillment of BPSU University Memorandum No. 2025.0109 and in line with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the Committee on Anti-Red Tape (CART) conducted an ocular inspection today at the Office of the Vice President for Student and Alumni Services (VPSA).
The inspection focused on evaluating VPSA’s compliance with ARTA’s mandates of streamlining student and alumni-related transactions, ensuring transparency in service delivery, and minimizing bureaucratic red tape in frontline operations. The CART team reviewed existing workflows, service charters, and feedback mechanisms to identify areas for further process improvement.
This activity is consistent with the mandate of VPSA to provide responsive, inclusive, and student-centered services across areas such as student affairs, guidance and counseling, scholarship management, student organizations, and alumni relations. Strengthening these processes ensures that students and alumni experience faster, more transparent, and more accountable service delivery, consistent with the University’s commitment to good governance.

The Committee on Anti-Red Tape (CART) conducted an ocular inspection on June 30, 2026 at the Strategy Management Office (STMO), headed by its Director, Prof. Natalie Jean S. Dinglasan.
This inspection was carried out pursuant to BPSU University Memorandum No. 2025.0109, in compliance with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The audit aimed to assess STMO’s adherence to ARTA mandates of streamlining strategic planning processes, enhancing transparency in program monitoring, and reducing bureaucratic delays in the submission and approval of institutional development initiatives.
The activity aligns with STMO’s mandate to lead strategic planning, performance governance, strategy execution, and institutional monitoring & evaluation. By ensuring efficient, data-driven, and transparent workflows, STMO supports the University’s goal of achieving strategic targets without unnecessary red tape.
At the same time, this reflects CART’s mandate to monitor compliance with ARTA, identify areas for process improvement, and promote a culture of accountability and service excellence across all University offices.
