The CEDS for NWIL is the regional community and economic development plan for Northwest Illinois maintained by Blackhawk Hills Regional Council (BHRC). It was developed using guidelines published by the US Economic Development Administration (EDA).
The CEDS for NWIL Committee, local officials, and the public participated in its development.
