I checked with a couple of folks at DWR that work on Big Chico Creek flood issues and neither could confirm Lindo was ever the primary channel. This document goes into the issue in depth.

Based on this information, my revised answer would be that to my understanding is Lindo Channel is a distributary channel to Big Chico Creek and Big Chico Creek has been the main channel in recent history.

One point I wanted to make in the challenges section of my talk is on groundwater:
We talked about the use of groundwater, depletion of groundwater in the State, and the history of no regulation. I skipped mentioning the Sustainable Groundwater Management Act (SGMA) of 2015, which signed into law local control with State oversite of groundwater sustainability. This is a huge change in the way we manage water in the State.
