The Blueprint for Maryland’s Future (also known as “Kirwan”) is landmark legislation that was passed into law in 2021. Building on the recommendations of the Kirwan Commission on Innovation and Excellence in Education, this legislation represents a comprehensive overhaul of education funding in the state of Maryland, with major new investments designed to close equity gaps and improve the overall quality of education in the state.
Under Pillar 3.4.1 of the Blueprint for Maryland’s Future, City Schools in partnership with the Mayor’s Office of Employment Development (MOED) and Baltimore City Community College (BCCC) are required to enter a partnership to develop and implement a career advising and coaching framework for City Schools’ middle and high school students.
The core objectives of the program are to:
Provide individualized career counseling to all middle and high school students with the goal of helping each student to choose one or more post-college and career readiness pathway(s).
Expose students to career options early and often to help them engage/remain engaged in school because they see why and want to develop their career path (which may include 2- or 4-year college).
Leverage local workforce boards and their connections with local employers, local workforce demand, and career counseling/jobs centers to design and deliver career counseling to students.
Utilize local community colleges and their academic and career counseling for students and continuing education/workforce development programs to support students as they select and pursue post-CCR pathways (which may include apprenticeships and other industry-recognized credentials).
Recognize that existing LEA school counselors are not able to provide the amount of career counseling called for by the Blueprint within their other professional duties and allocate new funding for career counselors.
Brady Wheeler, the Senior Program Manager for this initiative starts in November, followed by (3) regional supervisors and (46) school-based career coaches that will begin in December 2023.

Baltimore Polytechnic Institutes’ Air Force Junior ROTC Academic Team composed of Peter Myers, Julianna Jefferson, Yoselin Garcia-Torres, and Sarah Cole competed in a National Championship event in Washington, DC. The 2023 JROTC Academic Bowl Championship was held on the campus of The Catholic University of America, June 23-27, 2022. This event is sponsored by the U.S. Air Force JROTC and is conducted by the College Options Foundation.
Baltimore Polytechnic Institute Air Force Junior ROTC Academic team earned top scores out of the 630 Air Force JROTC academic teams that competed from around the world. The team is one of only sixteen Air Force JROTC Academic Bowl teams in the nation to advance to the final competition, which includes an all-expense paid trip to Washington, DC.
During the two fast-paced preliminary rounds and the final competitions, cadets tested their knowledge of core curriculum such as math, science, and language arts as well as current events, citizenship, leadership skills, and financial literacy. The financial literacy videos are sponsored by the USAA Educational Foundation and provided to all cadets. Questions from the videos were included in Levels I and II of the online competition.
The JROTC Academic Bowl is a nationally recognized competition created exclusively for JROTC students. By participating, cadets learn the values of citizenship, academic competition, and college opportunity. The competition creates tremendous opportunities for JROTC cadets by allowing them to demonstrate leadership and academic abilities.
The Maryland Chamber Foundation’s Teacher Externship Program is a four-week summer program that builds bridges between businesses and educators by pairing high school teachers with top Maryland businesses who provide hands-on experience in industries related to the subjects they teach. Maryland teachers then bring this knowledge back to the classroom, where they can empower their students with the essential information and skills they need to begin down a lucrative career path.
Teacher externs receive a stipend from the Maryland Chamber Foundation for their work, and gain invaluable experiences and perspectives that they can share with their students—through field trips, enhanced lesson plans, and exciting classroom activities—when they return to the classroom in the fall. Teachers also have the opportunity to earn up to 4 continuing development credits through MSDE, if they create a lesson plan post-externship and report back on results.
Mr. Jose Torres, CTE Instructor at Reach! Partnership School was one of 23 teachers to take part in the Summer 2023 externship program! The industry and technical knowledge teachers gain allow them to enhance their curriculum and educate their students on both the hard and soft skills required to enter the workforce and obtain a livable-wage career. A wide variety of industries are represented including life-sciences, construction & design, electrical & mechanical contracting, energy & utilities, engineering, and healthcare.
Applications to take part in the 2024 Maryland Chamber Foundation’s Teacher Externship program opens soons. This is a great opportunity for industry partners and educators alike.

The Maryland Business Roundatable hosted its “Future of Flavor” event on October 2nd at the McCormick’s Headquarters in Hunt Valley, MD. “Future of Flavor” included a tour and hands-on activities with the experts at McCormick for students from all across Maryland, but especially City Schools students from Coppin Academy, Edmondson, and Benjamin Franklin High Schools.
MBRT (The Maryland Business Roundtable) partners with City Schools middle and high schools each year to provide career planning tools (Way to Be Magazine), resume and mock interview workshops, guest speaker series, and more.

Ajaughn is our first hire from the 2023 BGE High School internship program. He graduated from Carver High School in June, completed the BGE internship program, applied and successfully competed for a Protection Equipment Coordinator position. He started work with BGE this week!

City Schools' Operations Office is the first department in City Schools to adopt youth apprenticeship into its hiring strategy. This summer, six youth apprentices from Edmondson and Mervo high schools began their paid on-the-job hours with the Operations team. Four youth apprentices continue their paid experience this school year as they prepare for graduation.
Anthony Pena, Dawn Asbury, and Tasha Merritte are pioneers in making this happen for their department and we can not thank them enough for their partnership in expanding youth apprenticeship opportunities for City Schools' juniors and seniors.
City Schools' Office of Information Technology is poised to hire their first seven youth apprentices this spring!!

In the summer of 2023 two dozen students in grades 5 through 7 participated in the Middle School Career Exploration Experience hosted by the Office of Career Readiness, Baltimore City Community College and the Yleana Leadership Experience.
This 5 week experience gave students an opportunity to explore the pathways of Business, Digital Media and Health Career. To supplement their project based experience, students had opportunity to develop transferrable skills through an integration of English and College and Career Readiness courses. Weekly students visit college campuses around Baltimore as well as participated in lab experiences within their pathways.
Each month the Office of Career Readiness offers schools the opportunity to engage in a comprehensive program to provide exploration and experiential learning through 10 career pathway clusters.
