Function

As the Department of Agriculture’s coordinating agency for research and development, BAR undertakes the following strategies and functions, to wit:

• Promote the integration of R4D functions and enhance the participation of farmers, fisherfolk, the industry, and the private sector in the development of the national research, development and agenda;

• Prepare and oversee the implementation of a comprehensive program of R4D to enhance, support, consolidate, and make full use of the capabilities of the interlinked R4D partner institutions, agencies, and stakeholders, including the review and rationalization of the roles, functions, and organization of the various national R4DE institutions;

• Support continued operationalization and strengthening towards an effective and efficient national R4D system by setting policies on national R4D agenda and programs, R4D grants provision, and Monitoring and Evaluation (M&E) system for the R4D partner institutions, agencies, and stakeholders; 

• Set policies in translating R4D outputs (including the supported technologies for development and commercialization, towards extension;

• Assist researchers and technology developers regarding matters related to intellectual property (IP) management needs of DA-BAR supported projects, specifically in the application for intellectual Property Rights (IPR); and

• Strengthen relations and exchange between Philippine and international institutions on A&F national R4D, and approve allocation of funds from national as well as foreign sources for national R4D programs.
