Program Development Division
Function
Facilitate the review and evaluation of national/regional RD&E program/project proposals for funding and release of funds and other support services for the implementation
Technology commercialization and management concerns, as well as intellectual property aspects, impact evaluation and policy concerns of R&D activities
Support to Planning and Monitoring Unit (PMU) Activities
Orchestrate the planning and formulation as well as the updating of national and regional RD&E agenda and programs;
Implement monitoring mechanisms with respect to operational and programs’ progress;
Consolidate and prepare the Bureau’s annual activities, financial plan, and accomplishment reports;
Project Packaging and Evaluation Section
Lead the packaging and updating of the bureau’s R4D Proposal Packaging Guidelines and Call for Proposals (in collaboration with divisions and sections)
Conduct and facilitate the screening, review and evaluation of national/regional program/project proposals received
Technology Management Section
Conduct and facilitate the screening, review and evaluation of national/regional program/project proposals anchored on technology transfer, promotion, adoption, utilization and commercialization;
Coordinate the implementation of the Intellectual Property (IP) policy guidelines and action plan in line with the DA’s IP management program for agriculture and fisheries.
Institutional Development Section
Provide support through institutional development grants, policies and guidelines to strengthen the R&D capabilities of NaRDSAF member-institutions;
Implement the continuing human and physical resources capability development plan of the DA R&D system
Screen, review, and evaluate R4D facilities development/upgrading proposals, and degree scholarship applicants
Impact Evaluation and Policy Section
Deal with researches and studies on the impact of major DA R&D programs on farming and fishing communities and other stakeholders and latest trends in agriculture and fisheries R&D, including developments in the global market
Ensure that agriculture and fisheries R&D are aimed at the intended beneficiaries that would benefit most in terms of poverty alleviation and overall increased productivity for the achievement of the national food security goal.
Program Monitoring, Evaluation and Linkaging Division
Function
As the Department of Agriculture’s coordinating agency for research and development, BAR undertakes the following strategies and functions, to wit:
Promote the integration of R4D functions and enhance the participation of farmers, fisherfolk, the industry, and the private sector in the development of the national research, development and agenda;
Prepare and oversee the implementation of a comprehensive program of R4D to enhance, support, consolidate, and make full use of the capabilities of the interlinked R4D partner institutions, agencies, and stakeholders, including the review and rationalization of the roles, functions, and organization of the various national R4DE institutions;
Support continued operationalization and strengthening towards an effective and efficient national R4D system by setting policies on national R4D agenda and programs, R4D grants provision, and Monitoring and Evaluation (M&E) system for the R4D partner institutions, agencies, and stakeholders;
Set policies in translating R4D outputs (including the supported technologies for development and commercialization, towards extension;
Assist researchers and technology developers regarding matters related to intellectual property (IP) management needs of DA-BAR supported projects, specifically in the application for intellectual Property Rights (IPR); and
Strengthen relations and exchange between Philippine and international institutions on A&F national R4D, and approve allocation of funds from national as well as foreign sources for national R4D programs.
Knowledge Management and Information Systems Division
Function
Communicate research-based information through packaging/translating R4D outputs into usable forms and platforms to enhance technology transfer and utilization;
Provide and enhance access to scientific literatures/publications and knowledge exchange services with R4D institutions and partners; and
Manage the ICT infrastructure and lead in the development of the bureau’s information systems.

A. Applied Communication Section
Packages various knowledge products (print and non-print) to enhance dissemination and utilization of readily-available technologies and services;
Manages and conducts knowledge exchange activities to promote and provide awareness on R4D generated technologies, trends and directions in the sector, and other relevant information through popularized content (seminar series, techno-forum, exhibit);
Manages the bureau’s social media accounts (Facebook, Instagram and Youtube channel) vis-a-vis contents for dissemination, promotion, and awareness on the bureau’s various programs, projects, activities and supported R4D technologies;
Develops information and collateral materials for major events and related activities;
B. Information Management Section
Manages the ICT infrastructure, software, hardware and network facilities;
Develops and maintains the bureau’s information systems;
Harnesses information to translate into useful knowledge applications, networking with ICT institutions and improving the bureau’s program through ICT; and
Leads in identifying ICT strategies through the Information Systems Strategic Plan (ISSP) to support the agency’s major programs implementation.
C. Scientific Literature System Section
Collects, indexes, and digitizes publications, reports, and other relevant R4D information;
Distributes BAR regular publications and other information materials to partner institutions and stakeholders; and
Manages the BAR Innovation Hub.
Administrative and Finance Division
Function
Administrative and Finance Division
The AFD shall be responsible for the coordination of different administrative and financial activities of the bureau. It shall ensure the efficient and systematic delivery of administrative and financial support services.
Human Resource Management Unit
Facilitate Recruitment, Selection and Placement processes and requirements
Process Employee Benefits (e.g. leaves, allowances, bonuses, etc.)
Facilitates Program on Awards and Incentives for Service Excellence (PRAISE) for Rewards and Recognition
In-charge of the renewal of the engagement of Contract of Service (COS) personnel
Preparation of Payrolls for Permanent and COS.
Facilitate the capacitation of employees through Learning and Development Programs
Collection and monitoring of personnel performance in partnership with the Planning and Monitoring Unit using the Individual Performance Commitment and Review (IPCR) form
Formulation of internal guidelines, policies, and memoranda in consonance with existing CSC, DBM and COA rules and regulations
Accounting Unit
Record, Analyze, Interpret and Summarize all the financial transaction of the Bureau;
Prepare Financial Statements of the Bureau (Trial Balance, Statement of Financial Position, Statement of Financial Performance, Statement of Government Equity, Statement of Cash Flow and Notes to Financial Statements) including its subsidiary ledgers and submit it to oversight agencies (COA, DA);
Journalize all Disbursement, Collection and Deposit transactions;
Prepare Financial Accountability Report (FAR) – 5 Statement of Revenue and Other Receipts;
Prepare order of payment of all refunds to the bureau of proponents;
Process all disbursements and claims for travelling expenses, honoraria project grants, suppliers, remittances, personnel services, liquidation of cash advances
Budget Unit
Prepare Plan and Budget Proposal for the succeeding year to be submitted to Department of Agriculture (DA), Department of Budget and Management (DBM), Congress and Senate – Financial Part (In collaboration with PMU);
Attend and participate in various budget hearings conducted by DA, DBM, Congress and Senate (In collaboration with PMU);
Provide Technical Assistance in the application of the budgetary systems and the utilization of budgetary systems, methods and procedures;
Process and fund Obligation Request and Status (ORS) transactions of the bureau’s employees and its clients / stakeholders / proponents;
Monitor and controls Current Year’s and Continuing Allotment and Appropriation of the bureau;
Prepare realignment forms of all funds from time to time

Property and Supply Unit
Administration, safeguarding and distribution of Supplies and Materials; Property and Equipment;
Supply and Property Unit controls the distribution of supplies and Materials in accordance with the approved Annual Procurement Plan (APP);
Recommend proper handling, maintenance and disposal of supplies and equipment.
Records Unit
Programs the life cycle of all DA-BAR official records
Ensures improved quality of information dissemination
Maintains and adopts effective techniques in controlling forms, reports, correspondence and related paperwork operations
In-charge of mailing and dispatch of official documents
Maintains functional retention and storage areas for documents under Record’s custody
Assigns and implements rights or restrictions that protect records against unauthorized or inappropriate use or access.
Transportation Maintenance and Services Unit
Provides transportation services for the bureau
Provides policy guidance on the maintenance and disposition of motor vehicles of the bureau
Facilitates and coordinates vehicle services to the bureau officials and staff as well as requests from the Department and its attached bureaus, agencies, and regional offices
Building Maintenance, Security, and general Utility Services Unit
Provides policy guidance on the maintenance of the bureau’s facilities
Ensures that the building’s facilities are in good condition and performs regular monitoring of the building’s electrical, plumbing, ventilation, and air-conditioning systems, facilitating repairs and replacements when necessary
Receives, collects, and prepares cash vouchers for the payment of various utility bills of the bureau
Provides and maintains operation and administration of dormitory and other accommodation facilities
