This is the crest of the romanovs, it's known as the coat of arms. It shows the family's persistence as a dynasty. The heads represent the dual sovereignty of the Tsar, both secular and religious. The fall of the Romanov's (Russian Dynasty) in 1918 shows why Romanov's were an important part in Russian history, they were taken during the Russian War and murdered under the command of Bolsheviks (red army supporters). This had forever changed the way Russia had ruled and how the citizens trust their government. As well as how citizens felt about the execution and the overall dynasty that the Romanov's ruled.
