At the conference center at the Villa Serbelloni, Italy they came up with the five year plan. The five year plan was devised to increase their agriculture, reduce poverty, and help through science instead on aiding India the food. The idea was to create hybrids of the seeds to make food production faster and easier. Not only did they hybrid seeds but they also improved their fertilizers and adjusted typical farming techniques to better fit India's agriculture by using hand held equipment instead of heavy machineries during monsoon season due field conditions.
