Before the Indian Green Revolution in the 1960’s, India had to start rationing due to the fact that they were going through a drought and a war with Pakistan, which was causing other countries to not import goods to India. "The shortage was exacerbated by the food imports made necessary by a drought and a war with Pakistan. Foreign exchange became one of the items the government had to resort to rationing" (Adhia). "The government in the 1950's adopted a very particular strategy of economic development: rapid industrialization by implementing centrally prepared five-year plans that involved raising a massive amount of resources and investing them in the creation of large industrial state-owned enterprises" (Adhia).
