The purpose of our assessment tools is to support educators in identifying students’ understanding of foundational literacy skills, in alignment with curriculum expectations from the Kindergarten Program 2016 and the Ontario Language Curriculum 2023. Our foundational literacy assessments provide educators with instructional next steps and link directly to system resources.
Universal Screening Tools
Acadience Reading K-6 is a universal screening and Progress Monitoring assessment that measures the acquisition of early literacy skills. In HPEDSB, it is used with students in Year 2 Kindergarten to Grade 2 (Grade 3 teachers also have the option of using Acadience Reading to screen their students). DIBELS 8th Edition is a set of short (one minute) fluency measures that can be used for universal screening, benchmark assessment, and progress monitoring. It provides educators with standards for gauging the progress of all students. In HPEDSB, it is used with students in Grade 3 (if not using Acadience) to Grade 8.

Diagnostic Tools: Letter Recognition and Phonics
Letter Recognition is the ability to name letters.
Phonics refers to the association between sounds and the corresponding spellings (individual letters or clusters of letters) that represent them.
