FEASIBILITY STUDY ON CASSAVA VALUE CHAIN IN GANZE SUB COUNTY, KILIFI

TERMS OF REFERENCE

Project Title: Tuangamize Njaa, Tukuze Mihogo Ganze. (Alleviate hunger; let’s grow Cassava in Ganze Sub-County, Kenya)

BACKGROUND

Ganze sub-county is one of the marginalized rural areas in Kenya characterized by poor infrastructure, poor rainfall patterns, and high poverty index.

Ganze is a semi-arid land that suffers water shortage.


The marginalized communities rely on relief food and water pans constructed to harvest rainwater during the rainy season.

The most important food crops grown in Ganze are maize, cassava, cowpeas, and green grams. Cassava presents itself as an obvious target for intervention if the farming populations in Ganze are to improve cash flow within the community and consequently promote access to reasonable living standards.

Specific problems to be addressed by the action

Food insecurity is the main challenge in the Ganze sub-county. Despite the commitment by Cassava smallholder farmers to address food insecurity, 90% experienced losses due to wastage of cassava tubers at the time of harvest attributed to the lack of processing units, storage facilities, and market linkage. The majority of the citizenry live in abject poverty below 1.25 dollars a day. The unrealistic rainfall patterns affect food production throughout the year exposing the vulnerable communities that depend on relief food. Water shortages and poor infrastructure hinders accessibility to the region. Water harvested from water pans is not for human consumption as much as the local communities have no option but to consume the water for domestic purposes. Additionally, the harvested water is not adequate for irrigation to enhance food production.

Other underlying causes include a high population rate at 3.05% per annum, high incidence poverty rates currently at 84%, retrogressive cultural practices, and beliefs.

Target groups and ultimate beneficiaries

The action targets 3000 subsistence farmers in Ganze, Vitengeni, and Bamba locations that include women, men, youth, and people with disabilities. The ultimate beneficiaries are the family members of respective farmers and the community at large.

Description of the proposed action, and its effectiveness

The project design will address immediate food insecurity (food shortage) at the household level, improve the cassava value chain, and promote value addition aimed at creating employment opportunities for youth. Other crops earmarked are green grams and cowpeas that will boost nutrition for communities in this region.

The proposed action is to show the possibility for value addition and creation of a market for cassava farm produce, locally, regionally, and internationally. In addition explore the possibility of building capacity of community leaders, farmers on business enterprise development, the food hygienic standards, and nutrition habits among the local community in the most beneficial and cost effective manner.

Key stakeholders include:- Ministry of Interior and coordination of national government; the County government; Kenya Agriculture Livestock and Research Organization (KALRO); Ministry of Agriculture; High learning Institutions; the local community structures and smallholder farmers in the regions; Research students from high learning institutions, research institutions; private institutions and civil society organizations.

OVERVIEW OF THE STUDY

The overview section describes the main purpose of the Feasibility study and outlines the key responsibilities expected of the consultant firm. Additionally, plans for mid-term and end-term impact evaluations would be outlined in this section.

Chemi Chemi Overall Objective

To contribute towards reducing food insecurity and improved livelihoods amongst the vulnerable rural communities through agro-processing and improved Cassava value chain in Ganze Sub- County by at least 10%.


Specific Objective

  1. To develop and scale-up Cassava Supply Value Chain as a model green enterprise in Ganze Sub-county.

  2. To enhance demand for value addition and create a market for cassava farm produce, locally, regionally, and internationally.

  3. Build capacity of community leaders, farmers on business enterprise development, the food hygienic standards, and nutrition habits among the local community.


Representative overall responsibilities of the consultants include:

  1. Develop the sample frame for the Feasibility study

  2. Design/adapt/refine (as appropriate) the Feasibility study questionnaires

  3. Pre-test the questionnaires

  4. Incorporate changes into the questionnaires after pre-testing the questionnaires

  5. Determine the number of enumerators

  6. Develop the data entry program, supervise the project database, and arrange for data cleaning and entry

  7. Analyze and report the findings of the study, provide datasets and final documentation.

SPECIFIC CONSULTANT TASKS

a) SAMPLE SELECTION

The consultants will guide on the sample size and design and how representative it is of the target beneficiaries in consultation with Chemi Chemi. This will include:

  1. Recommend the appropriate sample design, which involves developing the sampling methodology (sampling stages, strata.), the sample frames, the system for selecting the sampling units, sampling weights, sample size, and the procedures for calculation of expansion factors. ƒ

  2. Determine an adequate size for the sample within the financial limitations of the project to meet the objectives of the study. ƒ

  3. Construct the sample weights and provide documentation on the methodology to construct the weights.

The consultant will be keen to highlight important project-specific considerations for the Tuangamize Njaa, Tukuze Mihogo Ganze project bearing in mind to sampling, such as:

  1. Phasing of the project.

  2. Stratification,

  3. Level of representation e.g., representative at a sub county,

b) DATA COLLECTION

The consultant will collect data as designed and to address the established depending on the key outcome and results indicators that are to be tracked during the project.

The consultant will use various data collection methods in line with project outcomes considering Chemi Chemi organization’s resource availability, access, needs and times constraints, and on the needs of the user of the information.

In consultation with Chemi Chemi the consultants will use the most appropriate data collection methods which will be best to meet the project objectives. The below table will be used as the guide.

The consultant will seek to collect both quantitative and qualitative data.

C) Implementing the Study

The consultants will in consultation with the relevant stakeholders develop the implementation plan considering the following guidelines:-

BUDGET

The budget for the activity is as outlined below:

Conduct Feasibility study - Ksh 20,000 per day for 20 days for a total of Ksh 400,000
