Our vision for CHANGE 65 is to make Kaweah Avenue (SR 65) safer and more comfortable for the people who use it every day—whether walking, bicycling, rolling, or driving—by improving crossings, closing sidewalk and bikeway gaps, and creating a corridor that supports active transportation as a practical, reliable option in Exeter. 

Safety features:

• Shortened pedestrian crossing and upgraded lighting 

• Curb-extensions / bulb outs to increase pedestrian visibility

• Pedestrian refuge island  

• Separated or buffered space for bicyclists where feasible to provide a clearer, more predictable street layout 

• ADA-compliant curb ramps and detectable warnings
